Joining Hands to Realize a Warm Community-Based 15-Minute City Busan Metropolitan City Signs MOU with Daangn Market Co., Ltd.

Busan Metropolitan City (Mayor Park Heong-joon) announced that it signed a “Memorandum of Understanding for the Realization of a Warm Community-Based 15-Minute City” with Daangn Market Co., Ltd. (CEO Hwang Do-yeon) at the company’s headquarters in Seoul on October 22 at 2:10 p.m.
The signing ceremony was attended by the city’s Vice Mayor for Future Innovation and Hwang Do-yeon, CEO of Daangn Market.

• ●Parties: Busan Metropolitan City (Seong Heui-yeob, Vice Mayor for Future Innovation) and Daangn Market Co., Ltd. (Hwang Do-yeon, CEO)

• ●Key Points: Establishing a cooperative framework between the 15-Minute City Busan, which promotes warm community engagement, and Daangn Market, which encourages neighborhood connections among local residents.

This MOU was prepared to establish a cooperative framework between “15-Minute City Busan,” which seeks to build a warm and inclusive community, and Daangn Market, a local life and community platform designed for neighborhoods near you (“Danggeun”), based on their shared vision and values.

Building on this agreement, the city and Daangn Market plan to:

• ●establish a public-private partnership system,

• ●operate joint programs for the realization of a 15-Minute City, and

• ●promote information exchange to revitalize local communities.

To this end,

• ●Busan Metropolitan City will continue operating community programs utilizing local administrative and public resources to realize a warm community-based 15-Minute City, while

• ●Daangn Market will plan and provide diverse services that promote interaction among local residents, focusing on community and social networking features.

The city expects this agreement to take it one step further toward realizing the 15-Minute City vision.
In particular, by establishing an official cooperation system with Daangn Market—a major platform with over 43 million cumulative users and more than 20 million monthly active users as of October 2025—the city anticipates that citizens will soon feel the tangible benefits of its 15-Minute City policies.

Meanwhile, since first introducing the 15-Minute City policy in 2021—the first municipality in Korea to do so—Busan Metropolitan City has gained international recognition:

• ●It was introduced as an exemplary model for regional revitalization policy by the Organisation for Economic Co-operation and Development (OECD) in May 2025, and

• ●Presented its best practices as a representative city at the first international conference on proximity, “Toward Sustainable Proximity”, held in Paris, France, in September 2025.

Seong Heui-yeob, Vice Mayor for Future Innovation, stated,
“This agreement marks a significant milestone for Busan’s 15-Minute City, which has already gained global recognition. Building upon this cooperation with Daangn Market, we will continue expanding diverse programs that strengthen local communities and neighborhood networks.”
