Busan Metropolitan City Achieves Three Consecutive Years of Glocal University Designation… Kyungsung University’s Independent Model Selected

Busan Metropolitan City (Mayor Park Heong-joon) announced today (28th) at 9 a.m. that Kyungsung University’s independent model was finally selected in the Ministry of Education’s evaluation for the “2025 Glocal University 30” designation.

The “Glocal University” initiative aims to cultivate regional universities with global competitiveness to drive co-growth between regions and universities, with a maximum of 100 billion KRW in government funding over five years.

This year, 81 universities nationwide submitted 55 proposals. After passing the preliminary review, 25 universities with 18 models competed, and finally, 7 universities were designated. Since 2023, the Glocal University 30 project has designated 10 models annually, and with this year’s selection, the final total of 27 has been completed.

According to the Ministry of Education’s announcement, the seven newly designated Glocal Universities by region are: three in the Chungcheong region (Soonchunhyang University, Hanseo University, Chungnam University–Gongju University consortium), two in Jeolla (Chonnam National University, Chosun University–Chosun Nursing University consortium), one in Jeju (Jeju National University), and one in Gyeongsang (Kyungsung University).

For Busan, following the Busan National University–Busan National University of Education integrated model in 2023 and the Dong-A University–Dongseo University consortium model in 2024, this year’s designation of Kyungsung University’s independent model brings the city’s tally to three models with five universities pursuing differentiated innovation strategies until 2029.

Kyungsung University aims to become a leading “K-Culture Global Innovation University” by transforming into a hyper-realistic convergence campus specialized in MEGA (Media/Movie, Entertainment, Gala/MICE, Arts). It plans to establish a university-led K-Culture leadership model that directly operates productions and generates revenue through industry-academia convergence.

Specifically, the university will pursue:
➊ A hyper-realistic convergence campus with a free-flow learning system and collaborative projects with leading masters to foster “K-Culture national talents” without restrictions of majors or grades.
➋ Establishment of the K-MEGA Lab (Media/Movie, Entertainment, Gala/MICE, Arts) as a research and creation module focusing on industry-academia collaboration.
➌ Founding of the K-MEGA Production & Co-Production Alliance and organizing the Global K-MEGA Summit & Festival.

The city has established a support system linking local governments, universities, and industries, formed the Glocal University Support Team, and has provided multifaceted assistance for innovative plan development and designation evaluation of preliminary universities. With the Glocal University designations concluding this year, Busan plans to focus on creating tangible achievements and developing sustainable models moving forward.

The city will not only provide administrative and financial support but also actively cooperate in evaluating and disseminating outcomes to ensure that innovative tasks are successfully implemented and produce positive ripple effects in the local community.

Newly designated universities this year will submit revised plans addressing key issues identified during evaluation to the Ministry of Education and will begin projects in the second half of the year.

Mayor Park Heong-joon stated, “This year marks the first step of the L.I.S.E. project led by the city. By shifting toward locally driven university innovation, we are opening opportunities for co-growth between the region and universities. We will do our utmost to link not only the Glocal Universities but also the innovative models of universities that unfortunately were not selected this time with Busan-style L.I.S.E., so that they can serve as hubs of industry-academia cooperation for regional innovation.”
