Additional 100,000 KRW for 90% of Citizens… Busan Metropolitan City to Distribute the 2nd Round of “Livelihood Recovery Consumption Coupons” from September 22

Busan Metropolitan City (Mayor Park Heong-joon) announced that it will distribute the 2nd round of “Livelihood Recovery Consumption Coupons” from September 22 to October 31 in order to swiftly boost local consumption and revitalize the regional economy.

This initiative is in line with the government’s 2nd distribution plan announced on September 12, and aims to provide an additional 100,000 KRW per person following the first round, thereby promoting economic recovery and strengthening household livelihoods in a way citizens can directly feel.

Eligibility extends to all citizens except the top 10% of households by combined income, specifically those whose June 2025 health insurance contributions (excluding long-term care premiums) fall below the set thresholds by household size and type.

Households are excluded if:
▲ the total assessed value of their taxable real estate in 2024 exceeds 1.2 billion KRW, or
▲ their financial income in 2024 exceeds 20 million KRW,
regardless of their health insurance contributions.

In cases where income or assets reflected in the June 2025 health insurance contributions decreased due to job loss, business suspension, or closure, applicants may file an objection for reassessment.

From September 22, eligibility can be checked via the National Health Insurance Service, credit card company websites and apps (online), local administrative welfare centers, or bank branches affiliated with card companies (offline).

As of June 18, 2025, citizens registered in Busan can apply online or offline. Adults (born on or before December 31, 2006) may apply individually.

For minors, the head of household listed in the resident registration is the default applicant. Exceptions allow minors to apply directly if there is no adult with head-of-household status, or if the head-of-household relationship is recorded as “cohabitant” or “unregistered resident.”

[Online applications] can be made through card company websites and apps, or through local gift certificate apps (e.g., Dongbaekjeon).

[Offline applications] can be made at bank branches affiliated with credit/debit cards, at local administrative welfare centers for prepaid cards, or at Busan Bank branches for local gift certificates.

Credit and debit cards are recharged the day after application (with SMS notification), while prepaid cards are issued immediately on site.

Applications will be accepted from September 22 to October 31. During the first week (September 22–26), an application-day system will apply based on the last digit of the applicant’s birth year to avoid congestion.

Distribution methods are the same as in the first round: credit/debit card points, prepaid cards, or local gift certificates. Credit and debit card points may be used at small businesses in Busan with annual sales of 3 billion KRW or less, while local gift certificates can be used at affiliated merchants.

To ensure rapid revitalization of the local economy, all coupons must be used by November 30, 2025. Any unused balance will expire automatically.

Objections can be filed during the same period as applications, from September 22 to October 31, via the e-People system (online) or at local administrative welfare centers (offline). Applicants must apply to the municipality where they were registered as of June 18, 2025.

If an identical objection was filed during the first round, it will be processed immediately based on previous results without additional documentation. However, even if accepted in the first round, applicants must still meet the criteria of being within the bottom 90% of income earners to qualify for the second round.

To minimize citizen inconvenience and ensure broader access, the city will operate a dedicated call center and provide “visiting application services.”

For inquiries about health insurance contributions, which determine eligibility, citizens may contact the National Health Insurance Service website (www.nhis.or.kr), the “The 건강보험” app, or call 1577-1000.

General inquiries on eligibility, procedures, and usage of the coupons can be made through the city’s call center (☎ 1544-0510), which also connects to the national call line (☎ 110) and the government’s dedicated call center (☎ 1670-2525).

In addition, for seniors, persons with disabilities, and others with mobility challenges, local administrative welfare staff will visit in person to assist with applications.

Mayor Park Heong-joon emphasized, “We will ensure that citizens experience no inconvenience throughout the entire process of applying for and using the Livelihood Recovery Consumption Coupons through close cooperation between the national and local governments.” He added, “Since the ‘Consumer Sentiment Index’ reached its highest level in 7 years and 7 months following the first round of coupons, showing clear effects in boosting consumption and small business sales, we will actively support this initiative to sustain this positive momentum.”
