Selection of 14 Outstanding Public Officials for Proactive Administration… Encouraging Bold Initiatives in the Public Sector

Busan Metropolitan City (Mayor Park Heong-joon) announced that on September 8, it convened the Proactive Administration Committee to review practices from the first half of 2025. The committee finalized ten best practices and one challenge case, and selected 14 individuals who carried them out as “Outstanding Public Officials for Proactive Administration for the First Half of 2025.”

This year’s outstanding officials were selected from 52 cases recommended by city departments. The process involved performance verification, working-level reviews, and an online public vote with over 2,600 citizens participating. The final selection was made by the Proactive Administration Committee, which included external civilian experts.

The selected officials were recognized for delivering results by actively advancing their duties from a citizen-centered perspective, breaking free from rigid practices and regulations through flexible problem-solving, conflict resolution, and proactive responses. The city selected three cases (three officials) for the top award, five cases (six officials) for excellence, two cases (four officials) for commendation, and one case (one official) for the challenge category.

The top award was given to three cases and three officials:

• 1.Integrated and expanded operation of public late-night pharmacies, serving citizens 365 days a year (Park Jung-hyun, Health and Hygiene Division).

• 2.Establishment of a 24-hour emergency delivery safety network for high-risk mothers and newborns (Jeon Eun-jung, Health and Hygiene Division).

• 3.Funeral support for the unaccompanied deceased and low-income families to ensure dignity until the very end (Kim Sung-guk, Welfare for the Elderly Division).

The excellence award was given to five cases and six officials:

• 1.Supplying maintenance water to Jangnim detention pond using groundwater from the Jangpyeong underpass (Lee Sung-hyun, Construction Headquarters).

• 2.Establishment and pilot operation of detailed installation guidelines for evacuation facilities for vulnerable groups (Choi Woo-seok, Fire and Disaster Headquarters).

• 3.Securing the golden time for citizen safety in hazardous material accidents with a single click (Kim Kyung-hoon, Fire and Disaster Headquarters).

• 4.Relocation support for residents of apartment buildings at risk of collapse through cooperative efforts (Kim Tae-woo and Lee Chang-hoon, Serious Accident Prevention Division).

• 5.Introduction of “additional points for local companies” in the evaluation of new technology and patented construction methods (Jeon Hye-ran, Technical Examination Division).

The commendation award was given to two cases and four officials:

• 1.Eliminating risks of ground subsidence and project delays in the deep tunnel project during the planning stage (Kim Jung-myung, Road Planning Division).

• 2.Establishing a support system for providing public rental housing to workers in small and medium-sized enterprises (Choi So-young, Team Leader, and staff members Byun Yong-jae and Lee Hyun-jae, Corporate Support Division).

The challenge award was given to one case and one official:

• 1.Ecological restoration project for the Anpyeong (Jangsan–Ilgwangsan) ecological corridor (Lee Shin-young, Environmental Policy Division).

All award recipients will receive a certificate of commendation from the Mayor, prize money, and additional points for policy training. In particular, they will also be granted preferential personnel benefits, including special promotions and the highest grade of performance bonuses, in line with their wishes. Furthermore, the city plans to share the selected best practices to further spread a culture of proactive administration throughout the public sector.

Since 2020, Busan Metropolitan City has been selecting outstanding public officials for proactive administration every half-year to foster and expand a culture of active public service.
