Busan Human Resource Development Center Wins the Minister of the Interior and Safety Award at the 43rd Local Government Human Resource Development Contest

The Busan Human Resource Development Center announced that it won the Minister of the Interior and Safety Award in the curriculum development category at the 43rd Local Government Human Resource Development (HRD) Contest hosted by the Ministry of the Interior and Safety on September 4.

The contest, organized annually by the Local Government Officials Development Institute under the Ministry of the Interior and Safety, aims to advance and share best practices in the education and training of local public officials nationwide.

This year’s contest featured 12 finalist teams that had passed preliminary rounds, along with around 60 professors and an audience evaluation panel from local government training institutions across the country. The competition consisted of curriculum development lectures, case study presentations, and evaluations. The Busan Human Resource Development Center achieved second place overall and received the Minister of the Interior and Safety Award.

Park Se-hyeon, staff member of the Busan Human Resource Development Center, participated in the contest with the independently developed “One-Day Intensive Training for New Team Leaders.” The program was highly praised by the panel of experts and the audience evaluation group for its innovative curriculum design and strong applicability to real-world work.

The “One-Day Intensive Training for New Team Leaders” program was developed based on a large-scale survey of 502 municipal officials and in-depth interviews with 88 officials. The program is designed as a one-day modular course covering essential skills for first-time managers stepping into team leadership roles, including intergenerational communication, performance management, effective collaboration, and document review. The course structure enables participants to acquire practical skills that can be immediately applied in their daily work, earning strong positive feedback.

This award continues the trend of strong performances by the Busan Human Resource Development Center at the annual Local Government Human Resource Development Contest, once again validating the quality of its training programs and its ongoing commitment to innovation.

Song Gwang-haeng, Director of the Busan Human Resource Development Center, remarked, “This award is the result of reflecting the voices from the field in order to strengthen team leadership, which marks the most important starting point in public service organizations. Going forward, we will continue to systematically enhance the competencies of public officials in line with the changing administrative environment and develop into an educational institution that leads the human resource development (HRD) of Korea’s public service.”
