Busan City Launches Special Training Program for Social Welfare Facility Infrastructure Enhancement Projects

The Busan Metropolitan City Government announced that it has launched a special training program to enhance the capabilities of staff involved in infrastructure enhancement projects for social welfare facilities. The training begins April 17 at Busan City Hall and the Busan Human Resource Development Center.

The program is designed for over 1,500 participants, including 300 public officials and 1,200 facility employees, and aims to improve understanding of relevant laws, procedures, and project management for more transparent and effective implementation.

Infrastructure enhancement projects refer to government-subsidized efforts to support the construction, renovation, expansion, and equipment upgrades of social welfare facilities, as defined under the Act on the Management of Subsidies.

Overview of the Special Training Program

• ●Content: Relevant laws and regulations, contract and construction procedures, financial settlement guidelines, case studies

• ●Schedule: April 17 (public officials), April 18 & 28, May 9, 16, June 2 (facility staff)

The spring session includes six group training sessions, while the fall session will feature regional on-site training in collaboration with the Busan Council on Social Welfare. Educational content focuses on real-world examples and aims to strengthen expertise in contracting and construction management.

Main training topics include:

• ●Types of contracts and procedures (competitive bidding, private contracts)

• ●Proper use of standard contract forms

• ●Contract changes and termination procedures

• ●Construction planning, supervision, and inspection

• ●Defect resolution and compliance with legal requirements

Additional specialized training includes:

• ●April 17: Group training at City Hall for public officials (legal, HR, subsidy execution)

• ●April 18 & 28: Sessions for facility staff on contract and construction management

• ●May 9 & June 2: Financial and administrative training for 30 executives at the Busan Human Resource Development Center

• ●May 16: On-site practical training for 50 staff members from member organizations of the Busan Association of Community Welfare Centers

Previously, on March 7, a pilot training session for 50 facility staff received positive feedback and led to further demand for expanded training opportunities.

Jung Tae-ki, Director of Busan’s Social Welfare Bureau, stated,

“We hope this training enhances the legal and operational understanding of public officials and welfare facility staff, ultimately improving the quality of social services provided to our citizens.”
