BUSAN METROPOLITAN CITY ORDINANCE ON THE PROMOTION OF VISITING HEALTH AND WELFARE SERVICES

  • Article 1 (Purpose)
  • The purpose of this Ordinance is to prescribe matters necessary for identifying and supporting households in crisis promoted under the Act on the Use and Provision of Social Security Benefits and Search for Eligible Beneficiaries, thereby promoting the facilitation of visiting health and welfare services.
  • Article 2 (Definitions)
  • The terms used in this Ordinance are defined as follows:
    • 1. The term “visiting health and welfare services” means providing residents in need of social support with the health and welfare services they require—such as health/welfare counseling and public-private service linkage—by visiting them;
    • 2. The term “household in crisis” means a household in need of assistance due to economic hardship such as unemployment or loss of income, or due to illness and health problems.
  • Article 3 (Responsibilities of the Mayor)
  • (1) The Mayor of Busan Metropolitan City (hereinafter referred to as the “Mayor”) shall endeavor to identify households in crisis and provide necessary support as swiftly as possible, and shall endeavor to establish and implement policies suited to local circumstances to effectively provide visiting health and welfare services and to discover and support households in crisis.
  • (2) To fulfill the responsibilities under paragraph (1), the Mayor shall endeavor to secure the necessary budget and human resources.
  • Article 4 (Basic plan)
  • (1) To efficiently promote policies, the Mayor shall, each year, formulate a basic plan of Busan Metropolitan City for visiting health and welfare services including the following:
    • 1. Basic directions of policies on visiting health and welfare services;
    • 2. Establishment of a support system including organization and manpower;
    • 3. Plans for linkage and cooperation of health and welfare services;
    • 4. Other matters necessary for project implementation.
  • (2) Where the matters under the subparagraphs of paragraph (1) are included in the annual implementation plan of the Busan Metropolitan City Community Welfare Plan under Article 35 (1) of the Act on the Use and Provision of Social Security Benefits and Search for Eligible Beneficiaries, the basic plan for visiting health and welfare services shall be deemed to have been formulated.
  • Article 5 (Support projects)
  • To promote visiting health and welfare services and to strengthen public-private cooperation, the Mayor may support the following projects:
    • 1. Projects concerning the identification, support, and publicity of households in crisis;
    • 2. Projects to promote public-private cooperation;
    • 3. Capacity-building education for public officials in charge of the projects and for the private human safety net;
    • 4. Other projects to promote visiting health and welfare services.
  • Article 6 (Capacity building)
  • (1) The Mayor shall endeavor to strengthen the capacity of personnel performing the duties of visiting health and welfare services.
  • (2) The Mayor may support matters necessary for education related to visiting health and welfare services for public officials in charge of the projects.
  • (3) The Mayor may support matters necessary for education for local residents and the human safety net participating in the projects.
  • Article 7 (Reporting Identification of households in crisis)
  • (1) Any person may report a household in crisis to the Mayor or to the head of the competent Gu/Gun.
  • (2) Reports under paragraph (1) may be made by visit, mail, telephone, or other electronic communications media.
  • Article 8 (Monitoring and awards)
  • (1) To promote visiting health and welfare services, the Mayor may monitor the health and welfare service affairs of community service centers.
  • (2) Based on the monitoring results under paragraph (1), the Mayor may grant awards, in accordance with the Busan Metropolitan City Ordinance on Awards, to public officials, citizens, and institutions that have contributed to the promotion of visiting health and welfare services.
  • Article 9 (Duty of confidentiality)
  • No person shall divulge personal information and secrets they have learned in the process of identifying or supporting households in crisis.
  • Article 10 (Establishment of a cooperation system)
  • (1) To efficiently promote visiting health and welfare services and the system for identifying and supporting households in crisis, the Mayor shall endeavor, together with Gu/Gun and related agencies, to discover and support those in need of social security and to ensure voluntary cooperation by the local community.
  • (2) To promote visiting health and welfare services, the Mayor may establish an organic cooperation system with Gu/Gun, related agencies, and organizations.

  • This Ordinance shall enter into force on the date of its promulgation.
