BUSAN METROPOLITAN CITY ORDINANCE ON SUPPORT FOR FOREIGN STUDENTS

Busan Metropolitan City (Regional-Industrial-Academic Division)
- Article 1 (Purpose)
- The purpose of this Ordinance is to prescribe matters necessary to support the stable campus life of foreign students and language students residing in Busan Metropolitan City, thereby contributing to enhancing regional competitiveness by expanding the attraction of excellent foreign students and encouraging their participation in community activities.
- Article 2 (Definitions)
- The terms used in this Ordinance are defined as follows:
- 1. The term “foreign student” means a student who resides in Busan Metropolitan City (hereinafter referred to as the “City”) and is either a Korean national residing abroad or a foreigner under Article 29 (2) 6 (excluding North Korean defectors) and 7 of the Enforcement Decree of the Higher Education Act, studying or conducting research at a university or graduate school located in the City.
- 2. The term “language student” means a foreigner or a Korean national residing abroad who resides in the City and intends to learn Korean at a university-affiliated language institute other than regular or research courses of universities or graduate schools located in the City.
- Article 3 (Responsibilities of the Mayor)
- The Mayor of Busan Metropolitan City (hereinafter referred to as the “Mayor”) shall establish and implement necessary policies so that foreign student and language student can strengthen regional competitiveness through adaptation to and participation in the local community.
- Article 4 (Persons eligible for support)
- This Ordinance shall apply to foreign students and language students who have a legal status that permits lawful stay in the Republic of Korea under the Immigration Act, etc.
- Article 5 (Support projects)
- To support foreign students and language students, the Mayor may implement the following projects:
- 1. Korean-language education and training for initial adaptation to daily life;
- 2. Scholarship support for foreign students;
- 3. Support for housing and other conveniences of daily life;
- 4. Counseling on everyday life and legal matters;
- 5. Education, counseling, and support for employment and start-ups;
- 6. Support for foreign student communities, as well as cultural and sports events;
- 7. Establishment and management of a database concerning support for foreign students;
- 8. Other projects the Mayor deems necessary for adaptation to and participation in the local community.
- Article 6 (Expansion of attraction)
- To expand the attraction of excellent foreign students from overseas, the Mayor may implement and support the following projects:
- 1. Development and promotion of study-in-Busan programs and the holding of information sessions;
- 2. Holding overseas consulting sessions and fairs for students;
- 3. Other projects the Mayor deems necessary to expand attraction.
- Article 7 (Financial support)
- (1) The Mayor may subsidize all or part of the expenses, within budgetary limits, for institutions, corporations, organizations, or universities that implement the projects under Articles 5 and 6.
- (2) Methods and procedures for subsidizing expenses under paragraph (1) shall be governed by the Busan Metropolitan City Ordinance on the Management of Subsidies.
- Article 8 (Entrustment of affairs)
- (1) For efficient implementation of the projects under Articles 5 and 6, the Mayor may entrust all or part of affairs to specialized related institutions, corporations, organizations, or universities.
- (2) Where affairs are entrusted under paragraph (1), the Mayor may subsidize all or part of the expenses within budgetary limits.
- (3) Where affairs are entrusted under paragraph (1), matters not prescribed in this Ordinance shall be governed by the Busan Metropolitan City Framework Ordinance on Entrustment and the Busan Metropolitan City Ordinance on Entrustment and Agency of Affairs to Public Institutions.
- Article 9 (Establishment of a cooperation system)
- Where necessary to support and expand the attraction of foreign students and language students, the Mayor may establish a cooperation system with universities and enterprises located in the City, institutions supporting foreigners, and related organizations.
ADDENDUM
Ordinance No. 7470, Dec. 25, 2024
- Article 1 (Enforcement date) This Ordinance shall enter into force on the date of its promulgation.
- Article 2 (Amendment of other ordinances) Part of the Busan Metropolitan City Ordinance on Support for Foreign Residents shall be amended as follows: Subparagraph 8 of Article 6 shall be deleted.
