BUSAN METROPOLITAN CITY ORDINANCE ON FOSTERING AND SUPPORTING THE FISHERIES SEED INDUSTRY

  • Article 1 (Purpose)

  • The purpose of this Ordinance is to foster the fisheries seed industry as a high-value-added industry and to contribute to the sustainable development of fisheries by providing for matters concerning the fostering and supporting the fisheries seed industry.

  • Article 2 (Definitions)

  • The terms used in this Ordinance are as defined in Article 2 of the Fisheries Seed Industry Promotion Act (hereinafter referred to as the “Act”).

  • Article 3 (Responsibilities of the Mayor)

  • (1) The Mayor of Busan Metropolitan City (hereinafter referred to as the “Mayor”) shall formulate and implement policies necessary to strengthen ties between the fisheries seed industry and the fishing industry and to promote the healthy development of the fisheries seed industry.

  • (2) A business operator in the fisheries seed industry shall endeavor to produce high-quality fisheries seeds and endeavor to develop the fisheries seed industry.

  • Article 4 (Promotion of projects)

  • The Mayor may promote the following projects in order to foster the fisheries seed industry:

  • 1. Production and supply of fisheries seeds;

  • 2. Conservation and propagation of fisheries seeds;

  • 3. Dissemination of technologies related to the fisheries seed industry;

  • 4. Support for the modernization of fisheries seed production and research facilities under Article 13 of the Act;

  • 5. Other projects the Mayor deems necessary for fostering the fisheries seed industry.

  • Article 5 (Promotion of technological development)

  • The Mayor shall promote technological development related to the fisheries seed industry by undertaking the following:

  • 1. Surveys of the trends and demand for techniques related to the fisheries seed industry;

  • 2. Research and development of techniques related to the fisheries seed industry;

  • 3. Industrialization of developed techniques related to the fisheries seed industry;

  • 4. Exchange of techniques related to the fisheries seed industry;

  • 5. Support for investment, financing, and guarantee for the provision of funds necessary for the development of techniques;

  • 6. Other matters the Mayor deems necessary to promote technological development related to the fisheries seed industry.

  • Article 6 (Promotion of international cooperation and expansion into overseas markets)

  • (1) The Mayor shall ascertain the international trends of the fisheries seed industry and promote international cooperation and expansion into overseas markets.

  • (2) In order to promote international cooperation and expansion into overseas markets of the fisheries seed industry, the Mayor may conduct programs, such as the international exchange of techniques and human resources related to the fisheries seed industry and international joint research.

  • Article 7 (Lending and exchange of broodfish and broodstock)

  • (1) Where deemed necessary to encourage the improvement, propagation, or culture of fisheries seeds, the Mayor may lend free of charge broodfish and broodstock owned by Busan Metropolitan City (hereinafter referred to as “Broodfish, etc.”) to another person, or may exchange them for Broodfish, etc. owned by another person.

  • (2) Where Broodfish, etc. are lent or exchanged under paragraph (1), the provisions of Articles 10 through 12 of the Enforcement Rule of the Act shall apply mutatis mutandis to the eligible persons, procedures, etc. for such lending and exchange.

  • Article 8 (Financial support)

  • (1) The Mayor may subsidize all or part of the necessary expenses, within budgetary limits, to business operators in the fisheries seed industry or related institutions and organizations that carry out the projects under Articles 4 through 6.

  • (2) Procedures, methods, etc. necessary for the financial support under paragraph (1) shall be governed by the Busan Metropolitan City Ordinance on the Management of Subsidies.

  • This Ordinance shall enter into force on the date of its promulgation.
