BUSAN METROPOLITAN CITY ORDINANCE ON THE MANAGEMENT OF FISHERIES BYPRODUCTS AND THE PROMOTION OF RECYCLING

Busan Metropolitan City (Fisheries Promotion Division)

  • Article 1 (Purpose)

  • The purpose of this Ordinance is to prescribe matters necessary for the management of fisheries byproducts and the promotion of recycling, thereby contributing to environmental conservation through resource circulation and increasing fishers’ income.

  • Article 2 (Definitions)

  • The terms used in this Ordinance shall be as defined in Article 2 of the Act on Fishery Byproducts Recycling Promotion (hereinafter referred to as the “Act”).

  • Article 3 (Responsibilities of the Mayor)

  • The Mayor of Busan Metropolitan City (hereinafter referred to as the “Mayor”) shall promote necessary policies to handle fisheries byproducts in an environment-friendly and sanitary manner, as well as to promote their recycling.

  • Article 4 (Formulation of Promotion Plan)

  • (1) The Mayor shall formulate and implement a promotion plan of Busan Metropolitan City for the recycling of fisheries byproducts (hereinafter referred to as the “Promotion Plan”) in accordance with the master plan for the recycling of fisheries byproducts under Article 5 (1) of the Act.

  • (2) The Promotion Plan shall include the following matters:

  • 1. Basic goals and directions;

  • 2. Measures to expand environment-friendly and sanitary treatment and recycling of fisheries byproducts;

  • 3. Research, development, and dissemination of technologies for recycling fisheries byproducts;

  • 4. Installation and operation of facilities for resource recovery of fisheries byproducts;

  • 5. Support for expanding sales channels for recycled products of fisheries byproducts;

  • 6. Other matters deemed necessary by the Mayor.

  • Article 5 (Support projects)

  • (1) The Mayor may, within budgetary limits, subsidize all or part of the necessary expenses for individuals, institutions, or organizations that carry out the following projects to ensure environment-friendly and sanitary treatment of fisheries byproducts and to promote their recycling:

  • 1. Collection, transport, and treatment of fisheries byproducts;

  • 2. Research, technological development, and dissemination related to recycling of fisheries byproducts;

  • 3. Development of recycled products of fisheries byproducts and expansion of sales channels;

  • 4. Installation and operation of facilities for the separate discharge of fisheries byproducts;

  • 5. Other projects deemed necessary by the Mayor for the treatment and promotion of recycling of fisheries byproducts.

  • (2) The scope of support, eligible recipients, procedures, etc., for the projects under paragraph (1) shall be prescribed separately by the Mayor.

  • Article 6 (Installation and operation of Resource Recovery Plant for fisheries byproducts)

  • (1) The Mayor may install and operate resource recovery plant for fisheries byproducts (hereinafter referred to as “Resource Recovery Plant”) in order to recycle fisheries byproducts.

  • (2) Where necessary for efficient management and operation of Resource Recovery Plant, the Mayor may entrust their management and operation to institutions related to fisheries byproducts or to corporations or organizations.

  • (3) Where the management and operation of Resource Recovery Plant are entrusted under paragraph (2), matters not prescribed in this Ordinance shall be governed by the Busan Metropolitan City Framework Ordinance on the Entrustment or the Busan Metropolitan City Ordinance on Entrustment and Agency of Affairs to Public Institutions.

  • Article 7 (Establishment of a cooperation system)

  • The Mayor may establish a cooperation system with relevant institutions and organizations for the systematic and efficient management of fisheries byproducts.

  • This Ordinance shall enter into force on the date of its promulgation.
