BUSAN METROPOLITAN CITY ORDINANCE ON SUPPORT FOR THE REVITALIZATION OF UNIVERSITY-INDUSTRY COLLABORATION ZONES : City Government

●Article 1 (Purpose)
●The purpose of this Ordinance is to prescribe matters necessary to support for the revitalization of the University-Industry Collaboration Zones, designated and publicly notified under Article 22-4 of the Industrial Cluster Development and Factory Establishment Act and Article 29-5 of its Enforcement Decree, thereby contributing to the development of the local economy.

●Article 2 (Definitions)
●The terms used in this Ordinance are defined as follows:
○1. The term “University-Industry Collaboration Zones” means University-Industry Collaboration Zones designated and publicly notified within Busan Metropolitan City under Article 22-4 of the Industrial Cluster Development and Factory Establishment Act (hereinafter referred to as the “Act”) and Article 29-5 of its Enforcement Decree.
○2. The term “project implementing institution” means a non-profit corporation composed of Industry-Academia-Research organizations that conducts education, research, and development projects within University-Industry Collaboration Zones designated and publicly notified under Article 22-4 of the Act and Article 29-5 of the Enforcement Decree of the same Act.

●Article 3 (Responsibilities of the Mayor)
●The Mayor of Busan Metropolitan City (hereinafter referred to as the “Mayor”) shall endeavor to create the necessary conditions and formulate and implement relevant policies to promote the revitalization of University-Industry Collaboration Zones.

●Article 4 (Relationship to other ordinances)
●Unless otherwise provided by other ordinances, this Ordinance shall govern matters related to the support for the revitalization of University-Industry Collaboration Zones.

●Article 5 (Formulation of Support Plan)
●(1) The Mayor shall formulate and implement a support plan of Busan Metropolitan City for the revitalization of University-Industry Collaboration Zones (hereinafter referred to as the “Support Plan”) including the following matters:
○1. Basic directions and objectives for the revitalization of University-Industry Collaboration Zones;
○2. Matters concerning the establishment of a local industrial ecosystem through University-Industry Collaboration research and development;
○3. Matters related to clustering of universities, companies, and research institutes;
○4. Expansion of facilities necessary for education, research, development, and production;
○5. Development of field-oriented human resources and the promotion of youth employment;
○6. Other matters deemed necessary by the Mayor to support the revitalization of University-Industry Collaboration Zones.
●(2) The Mayor may, if necessary for the formulation of the Support Plan, seek consultation from relevant expert institutions.
●(3) The Mayor may, if necessary for the formulation and implementation of the Support Plan, request submission of materials or cooperation from relevant agencies and organizations.

●Article 6 (Promotion projects)
●The Mayor may promote the following projects to activate University-Industry Collaboration Zones:
○1. Establishment projects for University-Industry Collaboration Zones;
○2. Management of infrastructure and support for related projects in the University-Industry Collaboration Zones;
○3. Planning and management of University-Industry Collaboration projects;
○4. Support for the formation of collaborative Industry-Academia-Research communities;
○5. Surveys and analyses of human resource development demands;
○6. Support for technology transfer and commercialization;
○7. Other projects deemed necessary by the Mayor to support the revitalization of University-Industry Collaboration Zones.

●Article 7 (Financial support)
●(1) The Mayor may provide financial support, within budgetary limits, for all or part of the expenses incurred by the project implementing institutions carrying out the projects under Article 6.
●(2) The procedures and methods for such financial support shall be governed by the Busan Metropolitan City Ordinance on the Management of Subsidies.

●Article 8 (Guidance and supervision)
●(1) The Mayor shall provide guidance and supervision to Project Implementing Institutions receiving budgetary support, and may require them to report on their operations or submit relevant data when necessary.
●(2) If, as a result of the examination of such reports or materials, supplementation or improvement is deemed necessary, the Mayor may require corrective measures.

●Article 9 (Entrustment of affairs)
●(1) The Mayor may entrust all or part of the affairs related to the projects under Article 6 to Project Implementing Institutions or other relevant organizations for efficient execution.
●(2) In cases where affairs are entrusted under paragraph (1), the Mayor may support all or part of the expenses within budgetary limits.
●(3) Matters not prescribed in this Ordinance regarding such entrustment shall be governed by the Busan Metropolitan City Framework Ordinance on the Entrustment and the Busan Metropolitan City Ordinance on the Entrustment and Agency of Affairs to Public Institutions.

●Article 10 (Establishment of cooperative networks)
●The Mayor may establish cooperative networks with domestic and international enterprises, universities, and research University-Industry Collaboration Zones.

●Article 11 (Awards)
●The Mayor may confer awards under the Busan Metropolitan City Ordinance on Awards to individuals, organizations, or institutions that have made distinguished contributions to the revitalization of University-Industry Collaboration Zones.
