Busan Metropolitan City (Culture and Arts Division)
●Article 1 (Purpose)
●The purpose of this Ordinance is to contribute to sustainable development by introducing ESG principles in order to promote environmentally friendly hosting and enhance social value in the fields of culture, sports, and tourism in Busan Metropolitan City.
●Article 2 (Definitions)
●The terms used in this Ordinance are defined as follows:
○1. The term “ESG” means an evaluation framework that emphasizes non-financial performance—Environment, Social and Governance—wherein long-term sustainability is pursued through environmentally friendly, socially responsible and transparent management.
○2. The term “Culture, Sports, and Tourism Events” means festivals, performances, exhibitions, expositions, competitions, such as events held by Busan Metropolitan City (hereinafter referred to as the “City”).
●Article 3 (Basic principles)
●The basic principles for implementing ESG practices in the hosting and management of culture, sports, and tourism events shall be as follows: 1. Environmental considerations such as reduction of carbon emissions and waste, avoidance of disposable products, promotion of recycling and eco-friendly consumption; 2. Social considerations such as contribution to local communities, enhancement of public safety and health, protection of the socially vulnerable, respect for cultural diversity, and fair-trade practices; 3. Governance considerations such as securing transparency and soundness in financial and decision-making processes, cooperation with residents and local communities, and ensuring equal employment opportunities; 4. Other matters necessary for ESG practices.
●Article 4 (Responsibilities of the Mayor)
●(1) The Mayor of Busan Metropolitan City (hereinafter referred to as the “Mayor”) shall endeavor to ensure that the basic principles set forth in Article 3 are reflected in culture, sports, and tourism events.
●(2) The Mayor shall establish and implement policies necessary to promote ESG practices in the planning and implementation of such events and shall actively create an atmosphere conducive to ESG participation.
●Article 5 (Scope of application)
●This Ordinance shall apply to culture, sports, and tourism events that are hosted or organized by the Mayor, or that are supported by the City’s budget.
●Article 6 (Formulation of Basic Plan)
●(1) The Mayor may formulate and implement a basic plan for ESG practices in culture, sports, and tourism events (hereinafter referred to as the “Basic Plan”) every 5 years.
●(2) The Basic Plan shall include the following matters:
○1. Basic objectives and directions of implementation;
○2. Fact-finding surveys and analysis of current conditions;
○3. ESG practice programs;
○4. Matters concerning education and promotion to implement and expand ESG practices;
○5. Matters concerning cooperation with Gu/Gun, public institutions, relevant enterprises and civic organizations to promote ESG practices;
○6. Financing and operational plans for the implementation of the Basic Plan;
○7. Other matters deemed necessary by the Mayor.
●Article 7 (Fact-finding surveys)
●(1) The Mayor may conduct fact-finding surveys necessary for effective formulation and implementation of the Basic Plan.
●(2) The Mayor may entrust related corporations, organizations, or professional research institutions with the surveys referred to in paragraph (1).
●Article 8 (Selection of excellent events)
●(1) The Mayor may select and promote culture, sports, and tourism events that demonstrate excellence in ESG practices.
●(2) Matters necessary for the selection and promotion of such excellent events shall be determined by the Mayor.
●Article 9 (Education and public relations)
●(1) The Mayor may develop and publicize educational programs to promote ESG practices and encourage participation in cultural, sports, and tourism events.
●(2) The Mayor may produce and distribute guides or brochures containing various information related to ESG practices.
●Article 10 (Establishment of cooperative system)
●The Mayor may establish cooperative systems with the central government, Gu/Gun, domestic and international enterprises, and research institutions as necessary to promote ESG practices in culture, sports, and tourism events.
●Article 11 (Awards)
●The Mayor may grant awards under the Busan Metropolitan City Ordinance on Awards to public officials, institutions, organizations, or citizens who have made outstanding contributions to ESG practices in culture, sports, and tourism events.
