●Article 1 (Purpose)
●The purpose of this Ordinance is to prescribe necessary matters to resolve problems such as the lack of rural economic and social services, thereby contributing to the regeneration and sustainable development of rural community-based organizations.

●Article 2 (Definitions)
●The terms used in this Ordinance shall be as defined in Article 2 of the Act on Promotion of Rural Community-based Economic and Social Services (hereinafter referred to as the “Act”).

●Article 3 (Responsibilities of the Mayor)
●The Mayor of Busan Metropolitan City (hereinafter referred to as the “Mayor”) shall actively support rural residents and others so that they may play a leading and voluntary role in resolving problems such as the shortage of rural economic and social services.

●Article 4 (Formulation of Promotion Plan)
●(1) The Mayor may, every 3 years, formulate a rural community-based economic and social services promotion plan (hereinafter referred to as the “Promotion Plan”) under Article 6 of the Act.
●(2) The Promotion Plan under paragraph (1) shall include the following matters:
○1. Current status and outlook of rural economic and social services;
○2. Basic direction and objectives for the promotion of rural community-based economic and social services;
○3. Strategies for the promotion of rural community-based economic and social services;
○4. Fostering of rural community-based service providers;
○5. Exchange and cooperation between urban and rural residents;
○6. Matters concerning rural service agreements under Article 8;
○7. Other matters deemed necessary by the Mayor for the promotion of rural economic and social services.

●Article 5 (Fact-finding surveys)
●Where the Mayor intends to formulate the Promotion Plan under Article 4, he/she shall conduct a fact-finding surveys on the conditions of rural economic and social services, service providers, and current service provision.

●Article 6 (Projects)
●(1) The Mayor may implement the following projects to promote rural economic and social services:
○1. Education, training, and counseling necessary for the promotion of rural economic and social services;
○2. Fostering and supporting rural service communities;
○3. Supporting the operation of social farming programs, facility and management improvement, etc., for social farms;
○4. Promotion of exchanges and cooperation for rural economic and social services;
○5. Supporting talent-sharing activities in rural areas;
○6. Other matters deemed necessary by the Mayor for the promotion of rural economic and social services.
●(2) The Mayor may, within budgetary limits, provide all or part of financial support to relevant institutions or organizations implementing the projects under paragraph (1).

●Article 7 (Entrustment of affairs)
●(1) The Mayor may entrust all or part of the projects under Article 6 (1) to relevant institutions or organizations in order to ensure efficient implementation.
●(2) Matters not prescribed in this Ordinance regarding the entrustment of projects under paragraph (1) shall be governed by the Busan Metropolitan City Ordinance on the Entrustment and Agency of Affairs to Public Institutions and the Busan Metropolitan City Framework Ordinance on the Entrustment.

●Article 8 (Rural service agreements)
●The Mayor may enter into a rural service agreement with service providers for rural economic and social services, which shall include the matters prescribed in Article 14 of the Enforcement Rules of the Act.

●Article 9 (Awards)
●The Mayor may, in accordance with the Busan Metropolitan City Ordinance on Awards, confer awards upon institutions, organizations, or individuals recognized as having made significant contributions to the vitalization of economic and social services in rural areas.
