BUSAN METROPOLITAN CITY ORDINANCE ON THE CREATION AND MANAGEMENT OF EMERGENCY VEHICLE DISPATCH ENVIRONMENT

  • Article 1 (Purpose)

  • The purpose of this Ordinance is to prescribe matters necessary for the creation and management of an environment for the prompt dispatch of emergency vehicles, in order to protect the lives, bodies, and property of citizens from fires, disasters, and other urgent situations, under Article 2-2 of the Framework Act on Fire Services.

  • Article 2 (Definitions)

  • The terms used in this Ordinance are defined as follows:

  • 1. The term “emergency motor vehicles” means fire engines and ambulances among emergency automobiles under subparagraph 22 of Article 2 of the Road Traffic Act.

  • 2. The term “firefighting and emergency safety vulnerable areas” means areas such as forest-adjacent land, highland, or residential alleys, where it is difficult for emergency vehicles to promptly dispatch and respond, thereby posing significant risks to the lives, bodies, and property of citizens.

  • Article 3 (Responsibilities of the Mayor)

  • The Mayor of Busan Metropolitan City (hereinafter referred to as the “Mayor”) shall prepare and implement necessary policies to create an environment for the prompt dispatch of emergency vehicles to firefighting and emergency safety vulnerable areas.

  • Article 4 (Formulation and implementation of plan)

  • The Mayor shall formulate and implement a plan for the creation and management of an environment for the prompt dispatch of emergency vehicles to firefighting and emergency safety vulnerable areas, which shall include the following:

  • 1. The current status of firefighting and emergency safety vulnerable areas;

  • 2. Matters concerning the improvement of the dispatch environment for emergency vehicles in such areas;

  • 3. Matters concerning the installation of firefighting facilities in such areas;

  • 4. Other matters necessary for the safety management of such areas.

  • Article 5 (Improvement projects for firefighting and emergency safety vulnerable areas)

  • The Mayor shall promote the following measures to protect the lives, bodies, and property of residents in firefighting and emergency safety vulnerable areas:

  • 1. Establishment of traffic policies and road maintenance considering the dispatch environment of emergency vehicles;

  • 2. Designation of no-parking enforcement zones and installation and management of parking enforcement CCTVs;

  • 3. Support for the installation of firefighting water supply facilities and firefighting equipment;

  • 4. Installation and management of traffic safety facilities around fire hydrants;

  • 5. Other matters deemed necessary by the Mayor to improve the emergency vehicle dispatch environment.

  • Article 6 (Creation and management of emergency vehicle dispatch environment)

  • The head of the Fire & Disaster Headquarters and the head of a Fire Station shall promote the following matters to create and manage an environment for the dispatch of emergency vehicles:

  • 1. Improvement of residents’ awareness through training and publicity regarding yielding the right-of-way to emergency vehicles;

  • 2. Conducting resident-participation firefighting drills in firefighting and emergency safety vulnerable areas;

  • 3. Preparation and maintenance of management cards for areas difficult for fire engines to access, based on local surveys;

  • 4. Maintenance of firefighting water supply facilities;

  • 5. Other matters deemed necessary by the head of the Fire & Disaster Headquarters and the head of a Fire Station for the creation of an emergency vehicle dispatch environment.

  • Article 7 (Establishment of cooperation system)

  • (1) The Mayor shall establish a continuous cooperation system with related agencies, such as Gu/Gun and the National Police Agency to enhance the effectiveness of creating and managing an emergency vehicle dispatch environment.

  • (2) The Mayor may operate a working-level council consisting of fire stations and Gu/Gun for the efficient creation and management of a fire dispatch environment.

  • Article 8 (Inspection)

  • The Mayor may have public officials conduct inspections of the measures implemented under Articles 5 and 6 to ensure the smooth performance of duties related to the creation and management of an emergency vehicle dispatch environment.

  • This Ordinance shall enter into force on the date of its promulgation.
