Busan Metropolitan City (Transportation Innovation Division)
●Article 1 (Purpose)
●The purpose of this Ordinance is to prescribe matters necessary for the operation and management of the Emergency Vehicle Priority System (EVPS) of Busan Metropolitan City, in order to shorten the time required for handling various accidents, secure the golden time in emergency situations.
●Article 2 (Definitions)
●The terms used in this Ordinance are defined as follows:
○1. The term “emergency motor vehicle” means fire engines or ambulances among emergency automobiles under subparagraph 22 of Article 2 of the Road Traffic Act.
○2. The term “Priority Signal System” means a system that controls traffic signals so that an emergency vehicle equipped with an in-vehicle terminal for priority signals can pass through an intersection with a priority signal controller without stopping.
○3. The term “golden time” means the critical initial response time required in emergencies such as fire, rescue, and emergency medical service to promptly save lives and protect property.
●Article 3 (Responsibilities of the Mayor)
●The Mayor of Busan Metropolitan City (hereinafter referred to as the “Mayor”) shall establish the Emergency Vehicle Priority System (hereinafter referred to as the “EVPS”) to secure the golden time and endeavor to minimize damage to the lives, bodies, and property of citizens.
●Article 4 (Establishment of the EVPS)
●(1) The Mayor may establish the EVPS in Busan Metropolitan City to secure the golden time for emergency vehicles.
●(2) The EVPS under paragraph (1) shall include the following:
○1. Installation and management of the EVPS for the rapid movement of emergency vehicles;
○2. Establishment of linkages with relevant agencies for the EVPS;
○3. Installation of OBE(On Board Uint) for priority signal control in emergency vehicles.
●Article 5 (Integrated Operation Center of the EVPS)
●(1) The Mayor may establish and operate an Integrated Operation Center of the EVPS (hereinafter referred to as the “Integrated Operation Center”) to operate the system on a metropolitan scale.
●(2) The Integrated Operation Center under paragraph (1) may be operated by the Busan Metropolitan City Traffic Information Service Center.
●Article 6 (Formulation of improvement plan)
●The Mayor shall formulate and implement an improvement plan every 2 years for the efficient and smooth operation of the EVPS, which shall include the following:
○1. Measures for traffic signal controllers that cannot be remotely controlled;
○2. Improvement measures based on satisfaction surveys of emergency vehicle operating agencies and users, or operational analyses;
○3. Other matters deemed necessary by the Mayor.
●Article 7 (Security measures and countermeasures against malfunctions)
●(1) The Mayor shall, in principle, prohibit remote access and management of the EVPS from outside the Integrated Operation Center and shall take measures to respond to security incidents such as malware infections and intrusions into the internal network.
●(2) The Mayor shall prepare a response manual to ensure prompt recovery and action in the event of malfunctions, such as technical errors.
●Article 8 (Public relations and education)
●(1) The Mayor shall continuously publicize the EVPS to ensure that citizens are aware of matters relating thereto and can respond appropriately upon its operation.
●(2) The Mayor shall provide necessary training and education to improve the work capacity of personnel managing and operating the EVPS.
●(3) The Mayor shall publicize and education for relevant agencies and hospitals to activate the EVPS.
●Article 9 (Support EVPS operations)
●(1) The Mayor shall endeavor to secure sufficient personnel for the management and operation of the EVPS to ensure its systematic operation.
●(2) The Mayor shall endeavor to secure the necessary expenses for the installation and operation of the EVPS to ensure the safety of citizens.
●Article 10 (Establishment of a cooperation system)
●The Mayor shall establish a cooperation system with relevant agencies, such as the National Police Agency and the National Fire Agency for the establishment and operation of the EVPS.
