Busan Metropolitan City Ordinance on the Promotion and Support of the Environment-Friendly Materials Industry

Busan Metropolitan City Ordinance No. 7077, 11. October, 2023., Enactment
- Article 1 (Purpose)
- The purpose of this ordinance is to prescribe the necessary provisions for promoting and supporting the environment-friendly materials industry, thereby contributing to environmental conservation and sustainable development through the saving of energy and resources.
- Article 2 (Definitions)
- The terms used in this ordinance are defined as follows:
- 1. The term “Environment-friendly materials” means materials that apply carbon-reducing technologies such as biodegradation, biotechnology, and recycling of waste resources, or materials that minimize the input of energy resources and the generation of pollutants.
- 2. The term “Environment-friendly materials industry” means industries that produce goods or provide services using environment-friendly materials.
- Article 3 (Responsibilities of the Mayor)
- The Mayor of Busan Metropolitan City (hereinafter referred to as “Mayor") shall create the necessary systems and conditions for the promotion of the environment-friendly materials industry and actively implement policies to achieve this goal.
- Article 4 (Relation to Other Ordinances)
- Except where otherwise specified by other ordinances, matters related to the promotion and support of the environment-friendly materials industry shall be governed by this ordinance.
- Article 5 (Establishment of Support Plans)
- (1) The Mayor shall Establish and implement a Busan Metropolitan City Support Plan for the Promotion and Support of the Environment-Friendly Materials Industry (hereinafter referred to as “Support Plan”) every five years to systematically promote the environment-friendly materials industry.
- (2) The Support Plan under paragraph (1) shall include the following:
- 1. Policy objectives and basic directions for strengthening the competitiveness of the environment-friendly materials industry
- 2. Analysis of the regional ecosystem of the environment-friendly materials industry
- 3. Matters related to improving technological capabilities, such as securing technology for the environment-friendly materials industry
- 4. Matters related to the development of human resources through industry-academia-research cooperation in the environment-friendly materials sector
- 5. Growth strategies for companies related to environment-friendly materials
- 6. Other matters deemed necessary by the Mayor to strengthen the competitiveness of the environment-friendly materials industry
- (3) The Mayor may include the Support Plan in the Basic Plan established under Article 4 of the Busan Metropolitan City Ordinance on the Promotion and Support of the Materials, Parts, and Equipment Industry.
- (4)The Mayor may conduct fact-finding surveys on the status of the environment-friendly materials industry to efficiently formulate and implement the Support Plan.
- Article 6 (Support Projects)
- The Mayor may pursue the following projects to promote and support the environment-friendly materials industry:
- 1. Support for research and development as well as commercialization of environment-friendly materials
- 2. Support for training specialized personnel in the environment-friendly materials industry
- 3. Support for testing and certification of -- technologies and products related to environment-friendly materials
- 4. Support for the establishment of specialized zones for the environment-friendly materials industry
- 5. Support for international cooperation in the environment-friendly materials industry
- 6. Other projects deemed necessary by the Mayor for the promotion and support of the environment-friendly materials industry
- Article 7 (Financial Support)
- (1) The Mayor may provide full or partial financial support within the limits of the budget to corporations or organizations pursuing the projects under Article 6.
- (2) The methods and procedures for providing financial support under paragraph (1) shall be governed by the Busan Metropolitan City Ordinance on the Management of Subsidies.

- This ordinance shall enter into force on the date of its promulgation.
