Busan Metropolitan City Ordinance on the Promotion and Support of Wellness Tourism

Busan Metropolitan City Ordinance No. 7337, 3. July, 2024., Enactment
- Article 1 (Purpose)
- The purpose of this ordinance is to prescribe the necessary matters for promoting and supporting high value-added wellness tourism by utilizing the excellent resources of Busan Metropolitan City, thereby contributing to the revitalization of the local economy.
- Article 2 (Definitions)
- In this ordinance, “Wellness Tourism” refers to a form of tourism that combines wellness—meaning wellbeing, fitness, or happiness—with tourism, aiming to promote health recovery, improve health, and enhance the quality of life through various tourism activities.
- Article 3 (Responsibilities of the Mayor)
- The Mayor of Busan Metropolitan City (hereinafter referred to as “Mayor") shall develop and implement comprehensive policies to promote wellness tourism.
- Article 4 (Relation to Other Ordinances)
- Except where otherwise specified by other ordinances, matters related to the promotion and support of wellness tourism shall be governed by this ordinance.
- Article 5 (Wellness Tourism Projects)
- The Mayor may pursue the following projects to promote and support wellness tourism:
- 1. Development of wellness tourism programs and related products or content
- 2. Establishment and improvement of the infrastructure for the wellness tourism industry
- 3. Domestic and international exchange and cooperation for wellness tourism, and the establishment of networks
- 4. Hosting and participation in domestic and international wellness tourism expos and events
- 5. Consulting and research projects related to wellness tourism
- 6. Training and development of specialized personnel for wellness tourism
- 7. Wellness tourism marketing and public awareness campaigns
- 8. Other projects deemed necessary by the Mayor to promote and support wellness tourism
- Article 6 (Designation of Wellness Tourism Sites)
- (1) The Mayor may designate excellent tourist sites and facilities as wellness tourism sites.
- (2) The Mayor may cancel the designation of a wellness tourism site if any of the following applies:
- 1. The designation was obtained through false or fraudulent means
- 2. The site has violated relevant laws or conditions of the designation
- 3. The site no longer meets the designation criteria under paragraph (3)
- (3) The specific criteria and procedures for the designation of wellness tourism sites shall be determined separately by the Mayor.
- Article 7 (Fact-Finding Surveys)
- The Mayor may conduct fact-finding surveys on wellness tourism resources, businesses, and human resources to build a foundation for promoting and supporting wellness tourism.
- Article 8 (Entrustment of Project)
- (1) The Mayor may entrust all or part of the projects under Articles 5, 6, and 7 to specialized institutions, corporations, or organizations related to wellness tourism for efficient implementation.
- (2) The Mayor may provide financial support within the limits of the budget for the entrusted projects under paragraph (1).
- (3) Matters not specified in this ordinance regarding the entrustment of responsibilities shall be governed by the Busan Metropolitan City Ordinance on the Entrustment and Agency of Affairs to Public Institutions or the Busan Metropolitan City Framework Ordinance on the Entrustment.
- Article 9 (Establishment of Cooperation Systems)
- The Mayor shall strive to establish continuous cooperation systems with wellness tourism-related companies and private organizations to activate wellness tourism and build public-private networks.
ADDENDA
Ordinance No. 7337, 3. July, 2024.
- Article 1 (Enforcement Date)
- This ordinance shall enter into force on the date of its promulgation.
- Article 2 (Transitional Measures concerning Designation)
- Tourist sites and facilities designated as wellness tourism sites at the time this ordinance takes effect shall be deemed designated under Article 6 of this ordinance.
