Busan Metropolitan City Ordinance on the Promotion of Gourmet City

Busan Metropolitan City Ordinance No. 7240, 3. April, 2024., Enactment
- Article 1 (Purpose)
- The purpose of this ordinance is to establish provisions necessary for the promotion of a gourmet city, thereby fostering a sustainable gourmet culture city and contributing to the enhancement of the city's brand.
- Article 2 (Definitions)
- In this ordinance, "gourmet city" means a city that fosters and develops its food culture by reinterpreting traditional and regional foods, which reflect the city’s heritage and identity.
- Article 3 (Formulation and Implementation of Project Plans)
- (1) The Mayor shall annually formulate and implement project plans for the promotion of the gourmet city.
- (2) The project plan referred to in paragraph (1) shall include the following:
- 1. Goals and directions for the promotion of the gourmet city
- 2. Project tasks and specific projects
- 3. Matters related to public-private cooperation for project promotion
- 4. Other matters deemed necessary by the Mayor for promoting the gourmet city
- Article 4 (Projects for Promoting the Gourmet City)
- (1) The Mayor may carry out the following projects to promote the gourmet city:
- 1. Selection and support for traditional and local restaurants as well as renowned eateries in Busan
- 2. Development, research, and distribution of Busan cuisine
- 3. Creation of a global dining environment and promotion of related education
- 4. Establishment of cooperative systems through exchanges with domestic and international gourmet cities
- 5. Events for promoting gourmet city content
- 6. Establishment of facilities and spaces for experiencing and promoting Busan cuisine
- 7. Other projects deemed necessary by the Mayor for the promotion of the gourmet city
- (2) The Mayor may provide financial support within the budget to organizations, corporations, or groups that carry out the projects referred to in paragraph (1).
- (3) The methods and procedures for financial support under paragraph (2) shall be governed by the Busan Metropolitan City Ordinance on the Management of Subsidies.
- Article 5 (Establishment of a Committee)
- The Mayor may establish the Busan Metropolitan City Gourmet City Promotion Committee (hereinafter referred to as "Committee") to deliberate and provide advice on the following matters:
- 1. Formulation, adjustment, and performance evaluation of the basic plan for promoting the gourmet city
- 2. Matters related to the gourmet city promotion projects referred to in Article 4
- 3. Other matters deemed necessary for the promotion of the gourmet city
- Article 6 (Composition of the Committee)
- (1) The Committee shall consist of up to 15 members, including one chairperson and one vice-chairperson.
- (2) The chairperson shall be the Director of the Citizens' Health Bureau, and the vice-chairperson shall be elected from among the appointed members.
- (3) Committee members shall include the heads of departments responsible for promoting the gourmet city and gourmet tourism, and shall be appointed by the Mayor, considering gender balance, from among the following persons:
- 1. Persons recommended by the Busan Metropolitan City Council
- 2. Experts with knowledge and experience in the fields of food culture and gourmet cuisine
- 3. Persons affiliated with food-related organizations
- 4. Other persons deemed necessary by the Mayor
- (4) The Committee shall have one secretary, who shall be the team leader responsible for gourmet city promotion in the department.
- (5) The term of office for members shall be three years, with the possibility of reappointment for one additional term.
- Article 7 (Disqualification, Recusal, and Abstention of Committee Members)
- (1) A Committee member shall be excluded from deliberation if they fall under any of the following conditions:
- 1. If the member or their spouse, or former spouse, is the party to the matter under deliberation
- 2. If the member is a relative of the party concerned
- 3. If the member has provided advice, research, or services related to the matter
- 4. If the member or the organization to which which they belong is acting or has acted as an agent for the party concerned
- (2) The party concerned may request recusal if it is difficult to expect fairness from a Committee member due to any of the grounds listed in paragraph (1). The Committee shall decide by resolution, and the member subject to the recusal request shall not participate in the resolution.
- (3) A Committee member who falls under any of the circumstances in paragraph (1) shall voluntarily recuse themselves from deliberation and resolution on the matter.
- Article 8 (Operation of the Committee)
- (1) The chairperson shall convene and preside over the Committee meetings.
- (2) Meetings shall be classified into regular and extraordinary meetings, with regular meetings held once a year and extraordinary meetings convened as necessary.
- (3) Committee meetings shall open with the attendance of a majority of the members and resolutions shall be made by a majority vote of those present.
- Article 9 (Establishment of Cooperative Systems)
- The Mayor shall endeavor to establish cooperative systems through mutual exchanges with domestic and international food and gourmet-related organizations for the promotion of the gourmet city and the development of food culture.
- Article 10 (Entrustment of Projects)
- (1) The Mayor may entrust part or all of the affairs related to the gourmet city promotion projects to relevant corporations or organizations for efficient implementation.
- (2) When delegating affairs pursuant to paragraph (1), matters not specified in this ordinance shall be governed by the Busan Metropolitan City Framework Ordinance on the Entrustment and the Busan Metropolitan City Ordinance on the Entrustment and Agency of Affairs to Public Institutions.

- This ordinance shall enter into force on the date of its promulgation.
