Busan Metropolitan Government Ordinance on the Promotion and Support of Drone Industry

- Article 1 (Purpose)
- The purpose of this Ordinance is to contribute to the revitalization of the local economy by establishing the foundation of the drone industry and strengthening its competitiveness by prescribing matters necessary for the fostering and support of the drone industry in Busan Metropolitan City.
- Article 2 (Definition)
- The meanings of the terms used in this Ordinance shall be as follows:
- 1. The term "drone" means an unmanned aerial vehicle(UAV) or an unmanned movable vehicle(UMV) controlled by remote, automatic, autonomous, etc., regardless of its name, use, flight radius, flight altitude, size, weight, etc.;
- 2. The term "drone industry" means an industry for manufacturing and operating drones and an industry that produces goods or provides services using drones.
- Article 3 (Responsibilities)
- ① Busan Metropolitan City (hereinafter referred to as the "City") shall establish and implement policies to create an industrial foundation and strengthen competitiveness through the sharing and spread of drone technology.
- ② The city shall prepare administrative and financial support measures necessary to create the foundation of the drone industry.
- ③ The city shall actively strive to improve regulations that impede the operation of drones and the development of the drone industry.
- Article 4 (Relationship with Other Ordinances)
- Except the case of a special provision in other ordinances, the fostering of the drone industry shall be governed by this Ordinance.
- Article 5 (Establishment and Implementation of a Basic Plan for fostering the drone industry)
- ① The Busan Metropolitan Mayor (hereinafter referred to as the "Mayor") shall establish and implement a basic plan for fostering the drone industry (hereinafter referred to as the "Basic Plan") every five years in order to systematically and efficiently foster the drone industry.
- ② The basic plan shall include each of the following:
- 1. Basic goals and directions of developing the drone industry;
- 2. Matters concerning developing projects under Article 7;
- 3. Matters concerning the expansion of utilization projects under Article 8;
- 4. Matters concerning drone safety operation and privacy protection;
- 5. Matters concerning to expand investment and raise funds for drone development;
- 6. Other matters necessary for developing the drone industry.
- ③ The mayor shall establish and implement an implementation plan for the development of drones every year according to the basic plan.
- ④ The mayor may annually evaluate the performance of the implementation plan under paragraph ③.
- Article 6 (Research on the Actual Condition)
- ① The mayor may research on the actual use on the drone industry if necessary to efficiently establish and implement the basic plan and the implementation plan under Article 5.
- ② Necessary matters such as the object and method of research on the actual condition under paragraph ① shall be determined separately by the mayor.
- Article 7 (developing Project)
- ① In order to foster the drone industry, the Mayor may promote the following projects in cooperation
with academia, research institutes, industries:
- 1. Research and development and practical application promotion project related to drone;
- 2. Fostering projects based on drone industry;
- 3. Training professionals to develop drones and spread demand;
- 4. Start-up, management and technical support business of drone operators;
- 5. Holding domestic and international events such as drone exhibitions and competitions;
- 6. Provision of events, education, and experience programs for technology and market leadership;
- 7. Domestic and international marketing and promotion such as attracting foreign investment related to the drone industry;
- 8. Provision of information and consultation to expand the base of the drone industry;
- 9. Safety education for drone operators and industrial workers;
- 10. Other projects deemed necessary for the development of the drone industry.
- ② The mayor may provide all or part of the necessary expenses within the scope of the budget to institutions, corporations, or organizations carrying out projects falling under any one of paragraphs of paragraph ①.
- ③ The procedures and methods for supporting expenses under paragraph ② shall be in accordance with the "Busan Metropolitan City Local Subsidy Management Ordinance".
- Article 8 (Expansion of drone utilization projects)
- ① In order to foster the drone industry, the Mayor shall strive to expand the use of drones, including
the following cases:
- 1. Management of construction promotion status and performance of safety and quality at construction sites;
- 2. Revitalizing and fostering the tourism industry linked to photography;
- 3. Firefighting services such as disaster prevention, disaster, rescue, and relief;
- 4. Mooring and safety monitoring of ports, ships, etc.;
- 5. Ocean observation, exploration and research support;
- 6. Land and sea surveying or exploration;
- 7. Safety diagnosis of land, sea and underwater facilities;
- 8. Land and sea logistics transportation;
- 9. Exploration and management of forests or parks, etc.;
- 10. Support agriculture such as fertilizer or pesticide spraying, seed sowing, etc.;
- 11. Collecting and analyzing air pollutant samples;
- 12. Other matters deemed to be usable by drones.
- ② The mayor may recommend to the superintendent of Busan Metropolitan City, the head of the ward office and the governor, the head of the public corporation established by the city pursuant to the Local Public Enterprises Act, and the head of an investment/funded institution under Article 4 of the Ordinance on the Operation of Busan Metropolitan City Local Government Funded and Funded Institutions, to expand the use of drones, including in each of the cases described in paragraph ①.
- Article 9 (Drone Industry Hub Center)
- ① The Mayor may establish and operate a drone industry hub center to develop and foster the drone industry.
- ② The drone industry hub center under paragraph ① shall perform the following tasks:
- 1. Establishment and execution of events, education, and research projects related to drone;
- 2. Research and development of technology related to the drone industry;
- 3. Technical guidance and practical application support related to the drone industry;
- 4. Training of workers related to the drone industry;
- 5. International cooperation projects related to the drone industry;
- 6. Cooperation with drone industry-related institutions;
- 7. Other projects deemed necessary by the Mayor for the development and development of the drone industry.
- Article 10 (Entrustment)
- ① The Mayor may entrust all or part of its affairs to the following institutions and organizations in
order to efficiently promote the management and operation of the projects under Articles 7 and 8 or
drone industry hub centers under Article 9:
- 1. National Public Research Institutes;
- 2. An institution invested or contributed by the government or the city;
- 3. Other specialized institutions and organizations related to the drone industry;
- ② An institution or organization entrusted with affairs under paragraph ① shall have the organization and facilities necessary for performing its affairs.
- Article 11 (Establishment of Cooperation System)
- In order to foster the drone industry, the Mayor shall establish a cooperative system with related institutions, organizations such as local governments, academia, research institutes, and industries.
- Article 12 (Awards)
- The mayor may award individuals, institutions or organizations deemed to have made remarkable contributions to drone research or industrial development in accordance with the Busan Metropolitan Government Ordinance on Rewards.
- Addendum
- This ordinance shall take effect on the date of its promulgation.
