  • Atricle 1 (Purpose)
  • This article aims at stipulating the requirements for the support of the university student loan interest to provide the opportunity for university students to receive the stable higher education and enhance the competitiveness of the higher education institutions in the city jurisdiction.
  • Article 2 (Definition)
  • The ordinance shall use ther terms, which are defined as follows: <Revision November 11, 2020>
    • 1. “Student loan interest support” means the support for the student loan interest, which is paid for the student loan granted from the Korea Student Aid Foundation, pursuant to the Act on the Establishment of the Korea Student Aid Foundation.
    • 2. “Higher education institution” means the school or instituion from Item Ga through Da of the Act Article Subparagraph 6.
    • 3. “University student in Busan” means the students (including graduate school students) enrolled (including those expected to enter or return) in the higher education institutions located in Busan Metropolitan City (hereafter called “City”).
    • 4. “University graduate in Busan” means the unemployed graduates (excluding graduate school graduates), who graduated from the higher education institutions located in the City any later than 2 years ago and has an address in the city.
  • Article 3 (Interest Support for Student Loan)
  • ① The mayor of Busan Metropolitan City (hereafter called “Mayor”) may support the student loan interest, within the budget, for the university student in Busan and the university graduate in Busan who were granted the student loan from the Korea Student Aid Foundation. <Revision November 11, 2020>
  • Article 4 (Planning and Execution of Student Loan Interest Support Plan)
  • ① The Mayor shall plan and execute the student loan interest support plan (hereafter called “Support Plan”), in each and every year, which includes the matters of the following subparagraphs:
    • 1. Eligibility and scope for the student loan interest support
    • 2. Timing and method for the student loan interest support
    • 3. Any other requirement for the student loan interest support
  • ② The Mayor shall submit the Support Plan, when created pursuant to Paragraph 1, to the Busan Metropolitan City Council.
  • Article 5 (Prohibition of Duplicate Support)
  • The university student in Busan or the university graduate in Busan, who are in receipt of the student loan interest support from the state or other municipalities, shall be ineligible for the interest support. <Revision November 11, 2020>
  • Article 6 (Suspension of Support Eligibility)
  • The Mayor shall suspend the interest support for a person, who is confirmed for the eligibility of the student loan interest support and falls under any one of the following subparagraphs: <Revision November 11, 2020>
    • 1. Expelled from the higher education institutions
    • 2. Disqualified for the student in Busan
    • 3. Disqualified for the uniersity graduate in Busan
    • 4. Deemed inappropriate for the student loan interest support due to any other reason
  • Article 7 (Setup of Committee)
  • ① The Mayor shall have the Busan Metropolitan City Student Loan Interest Support Deliberation Committee (hereafter called “Committee”) in place to deliberate on the matters of the following subparagraphs:
    • 1. Planning and eecution of the Support Plan pursuant to Article 4
    • 2. Terms, amount, and limit of the student loan interest support
    • 3. Any other requirement for the student loan interest support
  • ② Any matter for the deliberation by the Committee pursuant to Paragraph 1 shall be deliberated by the Busan Metropolitan City University and Local Talent Cultivation Fund Management Committee pursuant to the Busan Metropolitan City Ordinance on the University and Local Talent Cultivation Support.
  • Article 8 (Consignment of Work)
  • The Mayor may consign the works, in entirety or in part, to a relevant professional organization for the efficient advancement of the works for the student loan interest support.

  • Supplementary Provision

  • Article (Effective Date)
  • The ordinance shall be in effect on and after January 1, 2016.
  • Article 2 (Revision of Other Ordinance)
  • The Busan Metropolitan City Ordinance on the University and Local Talent Cultivation Support shall be revised in part as follows: Article 21 Paragraph 1 Subparagraph 4 shall be replaced by Subparagraph 5 in the paragraph with a new addition of Subparagraph 4 as follows:
    4. Subparagraphs of the Busan Metropolitan City Ordinance for the University Student Loan Interest Support Article 7 Paragraph 1

  • Supplementary Provision <November 11, 2020>

  • Article (Effective Date)
  • The ordinance shall be in effect upon proclamation.
  • Article 2 (Application for Student Loan Interest Support)
  • The revised regulation in Article 3 Paragraph 1 shall apply from the interest accrued in the year recongnizing the effective date of the ordinance.
