Busan Metropolitan City Ordinance for International Cultural Exchange Promotion

- Article 1 (Purpose)
- The ordinance aims at stipulating the consignment under the International Cultural Exchange Promotion Act and the requirements for the promoton of Busan Metropolitan City’s international cultural exchanges to lay grounds for international cultural exhange and contriute to cultural exchanges between countries and enhanced understanding.
- Article 2 (Definition)
- “International cultural exchange” in the ordinance shall refer to the international cultural exchange pursuant to the International Cultural Exchange Promotion Act (hereafter called “Act”) Article 2.
- Article 3 (Duties)
- The mayor of Busan Metropolitan City (hereafter called “Mayor”) shall plan and execute the comprehensive measures for the promotion of international cultural exchange and strive to provide administratie and financial supports to promote international cultural exchanges.
- Article 4 (Planning and Execution of Promotion Plan)
- The Mayor shall plan and execute the international cultural exchange promotion plan (hereafter called “Promotion Plan”), pursuant to the Act Article 7.
- Artile 5 (Setup of Busan Metropolitan City Internatinoal Cultural Exchange Council) ① The Mayor may have the Busan Metropolitan City Internatinoal Cultural Exchange Council (hereafter called “Council”) in place to discuss the promotion of international cultural exchange.
- ② The Council shall discuss the matters of the following subparagraphs:
- 1. Planning and execution of the Promotion Plan
- 2. Cooperation, role assignment and coordination in relation to the policies for international cultural exchange.
- 3. Any meeting agenda deemed otherwise necessary bu the chairperson of the Council for the promotion of international cultural exchange.
- Article 6 (Council Composition) ① The Council shall consist of up to 20 members, including 1 chairperson and 1 vice chairperson.
- ② The administrative deputy mayor shall become the chairperson of the Council with the vice chairperson elected out of the entrusted members.

③ The Mayor shall appoint or entrust the members of the Council, in consideration of gender, out of the
persons of the following subparagraphs:
- 1. Head of the department in charge of international cultural exchange in Busan Metropolitan City_ (hereafter called “City”), district or gun
- 2. Employee of an institution or organization related to international cultural exchange
- 3. International cultural exchange specialist, such as university professor
- 4. Person highly knowledgable of international cultural exchange with an abundance of experiences
- ④ The entrusted member shall serve the term of 2 years with one consecutive term allowed, except that the term of a member, newly entrusted due to a resignation by a member, shall be limited to the remaining term of the former member.

⑤ The Mayor may dismiss an entrusted member if the any of the following subparagraphs is true of the
entrusted member:
- 1. Unable to carry out the duties due to a health reason
- 2. Duty-related misdeed
- 3. Deemed inappropriate for a memer due to negligence, disgraced integrity or any other reason
- 4. Incapable of carrying out the duties, as expressed willingly by a member
- Article 7 (Duties of Chairperson) ① The chairperson shall represent the Council and oversee the works of the Council.
- ② The vice chairperson shall act on behalf of the chairperson if the chairperson becomes unable to carry out his/her duties due to an unavoidable reason, and the member, designated in advance by the chairperson, shall act on behalf of the chairperson if both of the chairperson and the vice chairperson are unable to carry out their duties.
- Article 8 (Council Meeting) ① The chairperson shall convene and chair the council meeting.
- ② The council meeting shall commence with the attendance of a majority of the registered members and decide by the consent of a majority of the attending memvers.
- ③ The Council shall have 1 administrative secretary for work processing of the Council, and the officer in charge of international cultural exchange shall be come the administrative secretary.
- ④ The Council may pay the entrusted members, who attend the coouncil meeting, for allowance and travel expense within the budget.
- Article 9 (Operation Rule)
- The chairperson shall determine the requirements to operate the Council, other than the stipulations in the ordinance, via the voting by the Council.

Article 10 (Activities)
① The Mayor may implement the activities of the following subparagraphs for the promotion of
international cultural exchange.
- 1. Promotion of international cultural exchange by the City, districts and guns, and a private sector
- 2. Culrivation of professional manpower to promote international cultural exchanges
- 3. Distribution of the information related to international cultural exchange
- 4. Any activity deemed otherwise necessary by the Mayor to promote international cultural exchanges
- ② The Mayor may consign the activities of Paragraph 1 to a corporation or organization related to international cultural exchange to enhance the efficiency of the activities.
- Article 11 (Reward) ① The Mayor may select and reward an institution, corporation, organization or person that contributed to the promotion of international cultural exchange.
- ② Any reward pursuant to Paragraph 1 shall follow the Busan Metropolitan City Rewrad Ordinance.
- Supplementary Provision
- The ordinance shall be in effect upon proclamation.
