BUSAN METROPOLITAN CITY ORDINANCE ON SUPPORTING REDESIGNING LIFE OF ELDERLY CITIZENS

  • Article 1 (Purpose)
  • The purpose of this Ordinance is to prescribe matters concerning redesigning life of elderly citizens, thereby contributing to enhancing citizens' welfare.
  • Article 2 (Definitions)
  • The terms used in this Ordinance shall be defined as follows:
    • 1. The term "elderly citizen" means a person at least 50 years old but less than 65 years old;
    • 2. The term "redesigning life" means any activity to prepare for life before and after retirement and successful life for the elderly.
  • Article 3 (Responsibilities)
  • The Busan Metropolitan City shall formulate measures for redesigning life of elderly citizens promote the same.
  • Article 4 (Relationship with Statues, Etc.)
  • This Ordinance shall apply to supporting redesigning life of elderly citizens except as otherwise expressly provided for in statutes or other Ordinances.
  • Article 5 (Establishment and implementation of Support Plans) (1) Each year, the Busan Metropolitan City Mayor (hereinafter referred to as the "Mayor") shall establish and implement support plans for redesigning life of elderly citizens to redesign the life of the elderly (hereinafter referred to as "support plan").
  • (2) Each support plan shall include the following:
    • 1. Targets and direction-setting for the support plan;
    • 2. Matters concerning measures for redesigning life of elderly citizens;
    • 3. Matters concerning support projects under Article 6;
    • 4. Matters concerning financing to support redesigning life of elderly citizens;
    • 5. Matters the Mayor deems necessary for redesigning life of elderly citizens.
  • Article 6 (Support Projects)
  • The Mayor may promote the following projects for support of redesigning life of elderly citizens:
    • 1. A support project for employment training and jobs;
    • 2. A support project for education such as preparation for the elderly and financial planning;
    • 3. A support project for social participation and activities for social contribution;
    • 4. A support project for enhancing physical and mental health;
    • 5. A support project for leisure and cultural activities;
    • 6. Matters the Mayor deems necessary for supporting redesigning life of elderly citizens.
  • Article 7 (Establishment and Operation of Support Facilities for Redesigning Life of Elderly Citizens) (1) The Mayor may establish and operate support facilities for redesigning life of elderly citizens (hereinafter referred to as "support facilities") to efficiently promote support projects provided in Article 6.
  • (2) The Mayor may outsource operating support facilities to nonprofit corporations or nonprofit organizations, etc. related to redesigning life of elderly citizens to efficiently operate the support facilities.
  • (3) Where the operation of support facilities is outsourced under paragraph (2), expenses incurred therein may be fully or partially subsidized, within budgetary limits.
  • Article 8 (Research of Policies for Redesigning Life of Elderly Citizens, Etc.) (1) The Mayor may promote the following projects to support redesigning life of elderly citizens in the medium and longer term:
    • 1. Researching and developing policies related to redesigning life of elderly citizens;
    • 2. Developing and disseminating programs related to redesigning life of elderly citizens;
    • 3. Researching projects to support redesigning life of elderly citizens.
  • (2) The Mayor may entrust projects under paragraph (1) to nonprofit corporations or nonprofit organizations, etc. related to redesigning life of elderly citizens to facilitate the projects.
  • (3) Where projects are outsourced under paragraph (2), expenses incurred therein shall be fully or partially subsidized, within budgetary limits.
  • Article 9 (Establishment of Committee) (1) The Mayor may establish the Busan Metropolitan City Committee for Redesigning Life of Elderly Citizens (hereinafter referred to as "Committee") to deliberate on the following:
    • 1. Matters concerning formulating and implementing support plans under Article 5;
    • 2. Matters concerning establishing and operating support facilities for redesigning life of elderly citizens under Article 7;
    • 3. Matters concerning researching policies for redesigning life of elderly citizens under Article 8;
    • 4. Matters deemed necessary for redesigning life of elderly citizens.
  • (2) With respect to matters to be deliberated by the Committee under paragraph (1), the Busan Metropolitan City Committee on Welfare Policies for the Aged under the Busan Metropolitan City Ordinance on Framework for Welfare of the Aged for Implementation of Elderly Citizens Friendly City. In such cases, the Busan Metropolitan City Committee on Welfare Policies for the Aged shall be deemed the Committee under paragraph (1).

ADDENDA

  • Article 1 (Enforcement Date)
  • This Ordinance shall enter into force one month after the date of its promulgation.
