Busan Metropolitan City Ordinance on the Support for the Operation of No Drive Days
- Article 1 (Purpose)
- The purpose of this Ordinance is to prescribe the basic matters concerning the Operation of No-Drive Days (hereinafter referred to as the "No—Drive Days Operation") as the traffic demand management policy of the Busan Metropolitan City (hereinafter referred to as the "City") under Article 16 (2) of the Urban Traffic Improvement Promotion Act, and to provide systematic and constant promoting base for the Operation of No-Drive Day through citizen's voluntarily participation.
- Article 2 (Definition)

The definitions of terms used in this Ordinance shall be as follows:
- 1. The term "No-Drive Days" means voluntarily no-driving one's own car on the day by a driver who is registered to the City for easing the traffic congestion according to the methods under Article 3
- 2. The term "parking permit for residence" means the parking system to grant neighbors priority of using the specific parking space which is established on the back road in the residential area and to collect a fixed fee for using it and
- 3. The term "traffic demand management“ means all the techniques reducing the traffic volume as well as maximizing the people volume through the change of traffic behavior.
- Article 3 (Methods of the No Drive Days Operation)
- The Mayor of the Busan Metropolitan City (hereinafter referred to as the "Mayor") shall publicize the methods of the No-Drive Days operation through the deliberation of the Busan Zone Traffic Policy Deliberative Committee considering traffic conditions.
- Article 4 (Basic Responsibility) (1) The Center shall promote a variety of traffic demand management methods as well as all the matters for promoting the use of public transportation with the No-Drive Days operation.
- (2) The head of an autonomous Gu and the head of a Gunshall actively cooperate in efficient promotion of the No-Drive Days operation.
- (3) A head of public agency, a CEO of company, and etc. shall strongly encourage the participation of the No-Drive Days operation and take necessary matters.
- Article 5 (Citizen's Rights and Duties) (1) All the citizens shall have the right to live in pleasant traffic environment.
- (2) All the citizens must actively participate and cooperate in the No-Drive Days operation for improving traffic environment conditions.
- Article 6 (Establishment of the No Drive Days Operation Promotion Committee) (1) The No-Drive Days Operation Promotion Committee (hereinafter referred to as the "Committee") may be established to promote No-Drive Day Operation smoothly.
- (2) The Committee shall be composed of 20 or less members who are traffic experts including one chairman and one vice chairman.

(3) The Committee shall perform the following functions:
- 1. Enforcement of major policy pursuant to promoting the No-Drive Days Operation
- 2. Deliberation of proposals for securing the No-Drive Days Operation
- 3. Campaign and Planning for fostering an atmosphere of civil participation； and
- 4. Other matters pursuant to promoting the No-Drive Days Operation
- (4) The chairman shall represent the Committee and exercise the overall control of the Committee, and the vice chairman shall act on behalf of the chairman when the chairman inevitably can not perform his/her duties, and the committee member designated in advance by the chairman shall carry out the above duties when both the chairman and vice chairman inevitably can not perform his/her duties.
- (5) The chairman shall be chosen starting with a majority of the registered Committeemembers present and passing a resolution with a majority vote of the Committee members who are present.
- (6) The chairman convokes the meeting when it deemed to be necessary.
- (7) The Committee meeting is to start with a majority of the registered Committeemembers present and shall pass a resolution with a majority vote of the Committee members who are present.
- Article 7 (Entrustment of Business)
- The Mayor may entrust public information，guidance, and other necessary business to civic groups and etc. for promoting the No-Drive Days Operation. is at least three as determined by the Mayor in islands, backwoods，and other special areas pursuant to the attached table 2 (1) the Decree.
- Article 8 (Financial Support, etc.)
- The Mayor shall support the Committee and the entrusted groups, and etc. as prescribed in Article 7 with the parts of the expenses for the No-Drive Days Operation within the limits of budget
- Article 9 (Benefit of Participating Cars in the No Drive Days Operation) (1) The Mayor may offer benefits for fostering the participation of the No-Drive Days Operation as follows:

- 1. Reduced parking rate for public parking lots
- 2. Exemption of the toll for East-South overpass and Beonyoung-no
- 3. Offering preferred parking rights of public parking lots
- 4. Discounted entrance fee of public facilities(park，gym facility and etc.)
- 5. Offering preferred support parts of budget that need to solve the proposals from the residents in case of apartment building excellently participating in the No-Drive DaysOperation within the limit of budget；
- 6. Offering preferred resident parking rights
- 7. Exemption of charges for causing the traffic congestion provided for the business traffic demand management system； and
- 8. Other matters if deemed necessary by the Mayor.
ADDENDA
- Article 10 (Sanction on Non-Participating Cars)
- Public restriction such as parking restrictions of public office buildings or public parking lots, and etc. may be imposed on the cars not participating in the No-Drive Days Operation.
- Article 1 (Enforcement Date)
- This Ordinance shall enter into force on the date of its proclamation.

- Article 3 (Repeal of Other Ordinances)
- Busan Metropolitan City Ordinance on the Restriction of the No-Drive Days Operation snall be repealed.
