Busan Metropolitan City Ordinance on the Establishment of the Health and Practice Council
- Article 1 (Purpose)
- The purpose of this Ordinance is to prescribe necessary matters for the organization and operation of the Busan Metropolitan City Council for Practicing Healthy Life Style (hereinafter the "Council” in accordance with article 10 of the National Health Promotion Act.
- Article 2 (Functions)
- The Council shall provide advices to the Mayor on the matters of following subparagraphs:
- 1. stablishing and carrying out basic plans on the public health promotion
- 2. Other matters submitted by the Mayor of Busan Metropolitan City (hereinafter referred to as the “ ” concerning public health promotion.
- Article 3 (Composition)(1) The Council shall consist of no more than 15 members including a chairperson and a vice chairperson.
- (2) The members shall be either commissioned or appointed among knowledgeable and experienced experts in academic circle, the press, or related organizations and related officials by the Mayor.
- (3) The chairperson shall be the Deputy Mayor for Administrative Affairs and the vice chairperson shall be elected among the members.
- Article 4 (Term of Member)(1) The term for each member shall be two years and the consecutive appointment may be permitted. Yet, the term of member who is a government official shall be during the period of service in position.
- (2) The term of members filling a vacancy shall be the remainder of the predecessor's.
- Article 5 (Duties of Chairperson, etc.)(1) The chairperson shall represent the Council and exercise the overall control of the Council.
- (2) The vice chairperson shall assist the chairperson and act on behalf of him/her in time of accident.
- Article 6 (Meetings and Proceedings)(1) The chairperson convenes and chairs the meeting.
- (2) There shall be regular meetings and special meetings. Regular meetings shall be held once a year, and special meetings shall be held when the chairperson.
- (3) The meeting is to start with a majority of the registered Council members present and shall pass a resolution with a majority vote of the Council members who are present.
- Article 7 (Briefings)
- The chairperson shall brief the Mayor on items deliberated and passed at the Council without delay.
- Article 8 (Executive Secretary, etc)(1) The Council shall have one executive secretary and one clerk.
- (2) The director in charge of health and sanitary affairs shall be the executive secretary and the deputy director in charge of health administration shall be the clerk.
- (3) The executive secretary receives orders from the chairperson and conducts businesses and the clerk shall assist the executive secretary.
- Article 9 (Expenses and Compensation)
- Allowances and traveling expenses may be provided within the scope of the budget to non-public official members who are present at meetings and travel for matters concerning the Council in accordance with the Busan Metropolitan City Ordinance on Reimbursement for Actual Expenses.
- Article 10 (Coordination with Other Agencies)
- The chairperson may request assistance including providing data and others from related institu仕ons when necessary.
- Article 11 (Public Hearings)
- The chairperson may hold public hearings to deliberate and pass measures.
