BUSAN METROPOLITAN ORDINANCE ON MANAGEMENT OF POLICY ADVISORS

Ordinance No. 4668, Sep. 21, 2011

  • Article 1 (Purpose)
  • The purpose of this Ordinance is to prescribe matters necessary for appointing policy advisors and the management thereof for consultation on major policies, outstanding issues, etc. of Busan Metropolitan City.
  • Article 2 (Appointment and Duties)(1) The Mayor of BusanMetropolitan City shall appoint policy advisors for Busan Metropolitan City (hereinafter referred to as "policy advisors").
  • (2) Policy advisors shall respond to inquiries from the Mayor of Busan Metropolitan City (hereinafter referred to as the "Mayor") concerning the following matters:
    • 1. Direction-setting for major policies of the city administration;
    • 2. Providing solutions to major outstanding projects for the development of the city administration;
    • 3. Developing or attracting national projects related to regional development;
    • 4. Support for exchange and cooperation with major cities in the world; and
    • 5. Other inquiries from the Mayor.
    • Article 3 (Appointment)(1) The Mayor shall appoint not more than 20 policy advisors from among the following persons:
      • 1. Prominent persons, both in Korea and overseas, who have considerable knowledge and moral influences;
      • 2. Persons who have expert knowledge of and extensive experience in economics, investment attraction, finance, science and technology, information and communications, urban development, culture and art, tourism, films, videos, maritime affairs and ports, transportation, environment, green areas, public finance, etc.
    • (2) Policy advisors referred to in paragraph (1) shall be recommended through deliberation by the Busan Metropolitan City Administration Coordination - 2 - Committee under the BusanMetropolitan Ordinance on City Administration Coordination Committee.
    • Article 4 (Term of Office)
    • The term of office of each policy advisor shall not exceed two years.
    • Article 5 (Cancellation of Appointment)
    • Where a policy advisor falls under any of the following subparagraphs, the Mayor may cancel his/her appointment, even during the term of office:
      • 1. Where he/she expresses his/her intention to resign;
      • 2.Where he/she neglects to conduct duties referred to in the subparagraphs of Article 2 (2) without justifiable grounds;
      • 3. Where he/she compromises his/her dignity as a policy advisor;
      • 4.Where it is inappropriate for him/her to performhis/her duties as a policy advisor.
    • Article 6 (Meetings)
    • The Mayor may hold a meeting of policy advisors to deliberate on matters under the subparagraphs of Article 2 (2).
    • Article 7 (Keeping Records of Consultation)
    • TheMayor shall prepare a record of consultation onmatters on which he/she has consulted with policy advisors pursuant to Article 2 (2) and manage such record.
    • Article 8 (Consultancy Fees)
    • The Mayor may pay policy advisors consultancy fees and grant them an allowance for attending a meeting, etc. within budget limits.
    • Article 9 (Detailed Rules for Management)
    • The Mayor shall determine specific matters necessary for the management of policy advisors, except as otherwise provided in this Ordinance.

    ADDENDUM

    • This Ordinance shall enter into force one month after the date of its promulgation.
