BUSAN METROPOLITAN CITY ORDINANCE ON ENCOURAGEMENT AND SUPPORT OF FILIAL CONDUCT

  • Article 1 (Purpose)
  • The purpose of this Ordinance is to contribute to the new development of a culture of filial conduct, such as resolving problems arising from an aging society, and to encourage respect for the elderly and filial duty, etc., by promoting and supporting hyo (filial duty), which is a beautiful, traditional cultural heritage.
  • Article 2 (Formulation and Implementation of Action Plans to Encourage Filial Conduct)
  • (1) The Mayor of Busan Metropolitan City (hereinafter referred to as the "Mayor") shall formulate and implement an annual action plan to encourage filial conduct (hereinafter referred to as "action plan") in order to achieve the purposes mentioned in Article 1.
  • (2) An action plan formulated according to paragraph (1) shall include the following:
    • 1. Matters regarding projects for the encouragement of filial conduct and relevant movements;
    • 2. Matters regarding the establishment of a cooperative system for the encouragement of filial conduct;
    • 3. Matters regarding education and public relations activities encouraging filial conduct;
    • 4. Plans to provide necessary support and funding to encourage filial conduct;
    • 5. Other matters regarding the encouragement of filial conduct and the promotion of respect for the elderly.
  • (3) The Mayor shall hear from the superintendent of education of Busan Metropolitan City and the head of an autonomous Gu or Gun.
  • (4) The Mayor may include such action plan in any basic plan relating to low birth rates in an aging society formulated under the Framework Act on Low Birth Rate in an Aging Society and in any master plan or action plan for an age-friendly city formulated under the Busan Metropolitan City Framework Ordinance on Welfare for Senior Citizens for Age-Friendly City.
  • Article 3 (Encouragement of Education on Filial Conduct)
  • The Mayor may encourage and support the following education-related institutions or organizations to conduct regular and frequent education on filial conduct:
    • 1. Schools of various levels under the Elementary and Secondary Education Act;
    • 2. Kindergartens under the Early Childhood Education Act;
    • 3. Child care facilities under the Child Care Act;
    • 4. Social welfare facilities under the Social Welfare Services Act;
    • 5. Lifelong education institutions under the Lifelong Education Act.
  • Article 4 (Establishment of Support Center for Filial Piety Culture)
  • (1) The Mayor may establish and operate a Support Center for Filial Piety Culture of Busan Metropolitan City (hereinafter referred to as the "Support Center") to provide support for projects and activities relating to filial conduct and to encourage filial conduct and respect for the elderly.
  • (2) The Support Center shall conduct the following tasks:
    • 1. Research and development for further promoting a culture of filial piety;
    • 2. Development and evaluation of programs that further promote a culture of filial piety and any support required for the same;
    • 3. Establishment of the groundwork for integrating information and provision of such information so as to further promote a culture of filial piety;
    • 4. Fostering of professionals so as to further promote a culture of filial piety;
    • 5. Educational activities that will further promote a culture of filial piety;
    • 6. Publishing and public relations activities that further promote a culture of filial piety;
    • 7. Other tasks relating to the promotion of a culture of filial piety.
  • (3) In order to ensure efficient operation of the Support Center, the Mayor may entrust the operation of the Support Center to a corporation or an organization registered under Article 32 of the Civil Act, Article 16 of the Social Welfare Services Act, or Article 4 of the Assistance for Non-Profit, Non-Governmental Organizations Act.
  • (4) Matters necessary for the establishment, operation, etc. of a Support Center under paragraph (1) shall be separately determined by the Mayor.
  • Article 5 (Support for Projects to Encourage Filial Conduct)
  • (1) The Mayor may provide a subsidy, within budgetary limits, to any corporation or organization engaged in the operation of the Support Center or a project that encourages filial conduct in order to help with all or some of the associated costs.
  • (2) Matters regarding a subsidy shall be governed by the Busan Metropolitan City Ordinance on the Management of Local Subsidies.
  • (3) The Mayor may evaluate the performance of the corporation or organization granted a subsidy or other support in their implementation of projects that encourage filial conduct and may provide guidance and supervision.
  • Article 6 (Respectful Treatment and Support of Filial Persons)
  • (1) The Mayor may grant official commendations to those who are selected as obvious filial persons in order to encourage filial conduct.
  • (2) Where a person who is granted official commendation under paragraph (1) or under the Act on the Encouragement and Support of Filial Conduct (hereinafter referred to as the "filial persons") makes a request, the Mayor may issue to that filial person a hyo-sarang (hyo-loving) card, which recognizes its holder as a filial person.
  • (3) The Mayor may treat filial persons with respect or support them in the following ways:
    • 1. By invitation to major events hosted by Busan Metropolitan City (hereinafter referred to as the "City");
    • 2. By providing admission tickets to cultural events held by the City;
    • 3. By providing free use of public parking lots and of toll roads that are managed by the City or of parking lots and of toll roads the management of which have been entrusted to others by the City.
  • (4) A person granted an official commendation shall be treated with respect and receive support under paragraph (3) for three years from the date such official commendation is granted.
  • Article 7 (Support for Centenarians)
  • The Mayor may give a gift to centenarians who have resident registration with the City and who have lived in the City for at least two years, within budgetary limits.
  • Article 8 (Nurturing Organizations for Encouraging Filial Conduct)
  • The Mayor shall endeavor to nurture organizations engaged in projects that encourage filial conduct, to urge people to practice filial conduct, and to promote a culture of filial piety.
  • Article 9 (Day of Filial Conduct)
  • (1) The Mayor may declare the 1st of each month as a Day of Filial Conduct of Busan Metropolitan City in a bid to encourage citizens to practice filial conduct, to improve their awareness thereof, and to promote a culture of filial piety.
  • (2) The Mayor may hold an event to help the community to be more engaged in filial duty and to improve the citizens' awareness thereof, choosing from among the Days of Filial Conduct as provided in paragraph (1) a Day that falls during a month in which there is Parents' Day or Senior Citizens' Day.
  • Article 10 (Award)
  • The Mayor may grant an award to individuals or organizations to reward their contributions to the encouragement of filial conduct as provided by the Busan Metropolitan City Ordinance on Awards.

  • This Ordinance shall enter into force one month after the date of its promulgation.
