Busan Metropolitan City Ordinance on Support of Female-Owned Businesses
- Article 1 (Purpose)
- The purpose of this Ordinance is to promote economic activities of women and the elevation of the status of businesswomen and to contribute to the development of the local economy by actively supporting the activities of female-owned businesses and women's business establishment.
- Article 2 (Definition)

For the purpose of this Ordinance, the following terms shall
have the meaning as set forth below:
- 1. The term "female-owned businesses" refers to the female-owned businesses as provided under subparagraph 1 of Article 2 of the Act on Support for Female-Owned Businesses;
- 2. The term "businesswomen" refers to the businesswomen as provided under subparagraph 2 of Article 2 of the Act on Support for Female-Owned Businesses.
- Article 3 (Basic Plan) The Busan Metropolitan City Mayor (hereinafter referred to as the "Mayor") shall annually establish and carry out a basic plan for promoting the activities of female-owned businesses and women's business establishment.

The basic plan as provided under Paragraph 1 shall include the matters falling
under each of the following subparagraphs:
- 1. Basic goals and directions for the promotion of the activities of female-owned businesses;
- 2. Matters concerning the support of fund information technique manpower market, etc. for female-owned businesses; and
- 3. Other matters necessary for promoting the activities of female-owned businesses and businesswomen.

Article 4 (Support for Female-Owned Businesses)
(1)In order to promote the
establishment and activities of female-owned businesses, the Mayor may provide
administrative financial support for the sectors falling under each of the following
subparagraphs:
- 1. Women-friendly sectors such as culture design fashion, etc.;
- 2. Sectors that can contribute to the promotion of economic activities of professional female manpower;
- 3. Sectors on fosterage of female-owned businesses such as development of new products or introduction of new technologies; and
- 4. Sectors on discovery of new industries for creation of employment opportunities for women.

(2)Notwithstanding the provisions of Paragraph 1, corporations falling under any of
the following subparagraphs may be exempted from the subject for support:
- 1. Corporations that have caused public criticism such as multiple industrial accidents, occupational diseases, etc.;
- 2. Corporations under regulation due to suspension closure of business or poor financial transactions;
- 3. Corporations not falling under the scope of small and medium enterprises as provided under Article 2 of the Framework Act on Small and Medium Enterprises and Article 3 of the Enforcement Decree of the Framework Act on Small and Medium Enterprises; or
- 4. Corporations failing to perform their social duties as provided under subparagraph 5 of Article 2 of the Busan Metropolitan City Ordinance on the Promotion of Respectful Treatment and Business Activities of Businessmen.

Article 5 (Female-Owned Businesses Support Committee)
(1)Busan Metropolitan City shall have the Female-Owned Businesses Support Committee (hereinafter
referred to as the "Committee") to deliberate on the matters falling under each of
the following subparagraphs concerning support for female-owned businesses:
- 1. Matters concerning the establishment of the basic plan as provided under Paragraph 3;
- 2. Matters concerning support for female-owned businesses as provided under Paragraph 4; and
- 3. Other matters referred by the Mayor to the meeting of the Council to promote the establishment and activities of female-owned businesses.
- (2)Matters to be deliberated by the Committee as provided under Paragraph 1 shall be deliberated by the Busan Metropolitan City Business Difficulties Resolving Committee as provided under the Busan Metropolitan City Ordinance on the Promotion of Respectful Treatment and Business Activities of Businessmen. In this case, the Busan Metropolitan City Business Difficulties Resolving Committee shall be deemed as the Committee as provided under Paragraph 1.
- Article 6 (Advertisement of Female-Owned Businesses)
- The Mayor shall establish implement the advertisement plan to expand the support for female-owned businesses.
