BUSAN METROPOLITAN CITY ORDINANCE ON THE MANAGEMENT OF THE DISASTER RELIEF FUND
- Article 1 (Purpose)
- The purpose of this Ordinance is to prescribe the necessary matters for the efficient operation and management of the accumulated Disaster Relief Fund (hereinafter referred to as the "Fund") under Article I5 and Article I6 of the Disaster Relief Act (hereinafter referred to as the "Act") and Article I2 of its Enforcement Decree.
- Article 2 (Provision of Fund)
- The Fund shall be created out of the following financial resources.
- 1. The reserve fund under Article I6 of the Act
- 2. Profits accrued from the operation of the Fund
- 3. Other peripheral earnings
- Article 3 (Operation and management of Fund)(1) There shall be a Busan Metropolitan City Disaster Relief Fund account for the management of the Fund.
- (2) Under Article I5 and Article I6 of the Act, the operation plan shall be devised for the annually accumulated Fund. More than 70 percent of the Fund shall be managed at financial institutions for long-term trust with the best interest rate and the remainder shall be managed in a time deposit account to be appropriated for the yearly business support.
- Article 4 (Use of Fund)(1) The Fund shall be used for purposes that fall under any of the following subparagraphs:

- 1. Consolation grant and living subsidy for the survivors of the deceased and missing.
- 2. Livelihood relief.
- 3. Provision of necessities of life such as food, clothing, and bedding
- 4. Purchase of commodities for emergency.
- 5. Restoration support and emergency repairing of disaster struck houses.
- 6. Manipulation costs for the collected donations in kind.
- 7. Other disaster relief projects determined by the Mayor of Busan Metropolitan City (hereinafter referred to as the "Mayor")
- (2) The standard for relief shall be the one prescribed by Article 5, paragraph 3 of the Act.
- Article 5 (Accounting Management)
- The Framework Act on Fund Management of the Local Government shall apply mutatis mutandis to the revenue, expenditure and accounting of the Fund.
- Article 6 (Accounting Officials)(1) The Fund Operators shall be appointed as follows for the efficient operation of the Fund:

- l. Fund Operator Director General of Welfare and Health Bureau.
- 2. Deputy Fund Operator: Director in charge of the Disaster Relief Fund Operation
- 3. Fund Accounting Public Official: Deputy Director in charge of Welfare Administration
- (2) The Fund Operators shall provide registers for the management of the Fund and shall keep evidential documents on the Fund separately.
- Article 7 (Operation Plan and Settlement of Fund)
- Pursuant to Article 8, Paragraph l and Paragraph 2 of the Framework Act on Fund Management of the Local Government, the Mayor shall prepare a fund operation plan and a fund settlement report every fiscal year and submit them to Busan Metropolitan Council, from it the Mayor shall receive approval.
- Article 8 (Municipal Rule)
- Necessary matters concerning the enforcement of this Ordinance shall be prescribed by municipal rules.
