Ordinance on the Management and Support of Busan Development Institute
- Article 1 (Purpose)
- The purpose of this Ordinance is to prescribe such matters as the management and support of the Busan Development Institute which is established pursuant to the Act on the Establishment and Operation of Local Government-Invested Research Institute for the comprehensive, systemic and professional research and study of various issues in the administrative management.
- Article 2(Business)
- The Busan Development Institute (hereinafter referred to as
the "Institute") shall conduct the following business activities.
- 1. Planning of long-term and mid-term basis for the development of administrative management, and research and study of major poilices;
- 2. Research and study of major current issues in the administrative management;
- 3. Reviewing the properness of major polices in the administrative management and business plans;
- 4. Reviewing and advising of the properness of various service contracts and their details;
- Article 2(Business)
- The Busan Development Institute (hereinafter referred to as
the "Institute") shall conduct the following business activities.
- 1. Planning of long-term and mid-term basis for the development of administrative management, and research and study of major poilices;
- 2. Research and study of major current issues in the administrative management;
- 3. Reviewing the properness of major polices in the administrative management and business plans;
- 4. Reviewing and advising of the properness of various service contracts and their details;
- ② The Mayor shall appoint the directors among whom was recommended pursuant Paragraph 1, and have abundant professional knowledge and experience. The Mayor shall not be biased and shall allocate directors of various fields.
- Article 4(The Fund)
- ① The Busan Development Institute Fostering Fund ((hereinafter referred to as the "Fund") shall be established to appropriate the money needed to operation of the Institute.
- ② The Fund pursuant to Paragraph 1 shall be raised through contribution of the Busan Metropolitan City and other profits.
- ③ The Institute shall manage and operate the account for the operation of the Fund.
- Article 5(Contributions, etc.)
- ① The Mayor may grant contributions to the Institute within the scope of the budget in order to support the operation of the Institute and to appropriate the Fund pursuant to Article 4.
- ② The way of classifying and using assets of the Institute shall be provided in the bylaw.
- ③ All the assets including the Fund shall be used for any other purpose than the facilities of the Institute and the purpose of operation.
- ④ The president of the Institute shall designate a person who is responsible for the management and operation of assets of the Institute.
- Article 6(The Busan Development Institute Evaluation Committee)
- ① Committee) The Busan Development Institute Evaluation Committee (hereinafter referred to as the "Committee") shall be established under the Mayor to deliberate on matters prescribed in Article 10, Paragraph 1 of the Establishment and Operation of Local Government-Invested Research Institute.
- ② The chairman shall be the Deputy Mayor for Administrative Affairs.
- ③ The chairman shall represent the Committee and exercise the overall control of the Committee. If the chairman inevitably can not perform his/her duties, the committee member designated in advance by the chairman shall carry out the chairman's duties.
- ④ The Committee meeting is to start with a majority of the registered Committee members present and shall pass a resolution with a majority vote of the Committee members who are present.
- ⑤ The Committee shall have an executive secretary to handle the Committee affairs, and the executive secretary shall be the deputy director in charge of affairs regarding the Institute.
- ⑥ The chairman shall decide on necessary matters other than that regulated in this Ordinance with the consent of the Committee.
- Article 7(Disclosure of Evaluation Result)
- The Mayor shall post the result of management evaluation of the Institute pursuant to Article 19 of the Establishment and Operation of Local Government-Invested Research Institute and Article 8 of its Enforcement Decree no less than one month on the Busan Gazette and Internet Website of Busan Metropolitan City pursuant to Article 9, Paragraph 2 of the Enforcement Decree.
