Busan Metropolitan City Ordinance on Establishment and Operation of Price Policy Committee

- Article 1 (Purpose)
(1)In order to stabilize the local price, the Busan Metropolitan
City Price Policy Committee (hereinafter referred to as the "Committee") shall
discuss ‧ coordinate the matters falling under each of the following subparagraphs:stablishment and operation of the Busan Metropolitan City Price
Policy Committee.

- 1. Enactment and amendment of regulations concerning price;
- 2. Establishment and implementation of the policy measures for local price stabilization;
- 3. Matters concerning the cooperation between relevant agencies ‧ organizations;
- 4. Matters concerning the instruction of residents for further participation in the movement for price stabilization; and
- 5. Other matters recognized as necessary for the price stabilization and protection of the daily life as a consumer.

(2)The Committee shall deliberate on the matters concerning charges falling under
each of the following subparagraphs that the Busan Metropolitan City (hereinafter
referred to as the "City") participates in deciding:
- 1. Water supply charges;
- 2. Sewer charges;
- 3. Industrial water charges;
- 4. City gas charges;
- 5. Transportation fare;
- 6. Charges for medical treatment of the Busan Medical Center, etc.;
- 7. Fees of metropolitan city waste disposal facilities;
- 8. Parking fee; and
- Other charges or fees that are recognized to have great influence on the price and as necessary for the stabilization of civil life.
- Article 3 (Composition of Committee)
(1)The Committee shall be composed of
twenty-five members including one Chairperson and one Vice Chairperson.

- (2)The Chairperson and Vice Chairperson shall be elected from the Committee members.
- (3)The members of the Committee shall be appointed or commissioned by the Mayor from the heads of relevant agencies and organization, and members of the city counsel, professors, journalists, related experts and public officials.
- (4)The Chairperson may, in case he recognizes as necessary according to the agenda, hold a meeting with a scope of attendance separately determined, and may have persons appointed by public officials or the Chairperson participate in the Committee meeting.
- Article 4 (Duties of Chairperson)
(1)The Chairperson shall control the overall
affairs of the Committee and represent the Committee.
- The Vice Chairperson shall act on behalf of the Chairperson in case of accident of the Chairperson.
- Article 5 (Term of Office)
- The term of the office of a Committee member shall be two years, provided that it may be renewed. The term of office of a member filling a vacancy shall be the remaining term of office of the predecessor, and the term of office of a member who is a public official shall be the corresponding term of position.
- Article 6 (Dismissal of Member)
- The Mayor may dismiss a Committee member in case he concludes that it is difficult for the member to carry out his duties due to death, illness or any other reason. (Amended on May 7, 1998)
- Article 7 (Meeting of Committee)
(1)The meeting of the Committee shall be held
once for each quarter, provided that it may be held at any time in case recognized
by the Chairperson as necessary.
- (2)The Chairperson shall be the Chairman of the meeting of the Committee.
- (3)The Committee shall adopt a decision upon attendance of a majority of the registered Committee members with the approval of a majority of the attending Committee members.
- (4)The Chairman shall have a vote, and in case of a tie, the matter shall be regarded as rejected.
- (5)The Committee shall prepare ‧ furnish the minutes of the meeting.

- Article 9 (Secretary and Clerk)
(1)The Committee shall have one Secretary and one Clerk to carry out the affairs of the Committee.
- (2)The Secretary shall be the chief in charge of economic policies and the Clerk shall be the assistant junior official in charge of consumer protection.
- (3)The Secretary shall carry out the affairs of the Committee upon the order of the Chairperson, and the Clerk shall assist the Secretary.
- Article 10 (Hearing of Opinion)
- The Committed may, in case necessary for the deliberation of the matters as provided under Paragraph 2 of Article 2, hear opinions from public officials and experts or parties concerned.
- Article 11 (Submission of Agenda for Deliberation)
Any department having
agenda for deliberation falling under those provided under Paragraph 2 of Article 2
shall submit the agenda to the Secretary. The Secretary shall, within five days
before the meeting, send to each Committee member the meeting schedule and the
agenda subject to deliberation.
- The Secretary may require the submission of relevant information and opinions concerning the deliberation on the submitted agenda, and related departments, agencies and parties concerned shall actively cooperate with the Secretary.
- Article 12 (Allowances, Travel Expenses)
- Payment of the allowances and travel expenses may, within limits of budget, be provided to the Committee members and parties concerned other than public officials attending the Committee meeting.
