  • Article 1 (Purpose)
  • The purpose of this Ordinance is to provide for the matters necessary for the support of multicultural families to promote the welfare of multicultural family members resident in Busan Metropolitan City, such as by resolving conflicts arising from language and cultural differences among multicultural families, preventing prejudice against multicultural families, etc.
  • Article 2 (Definition)
  • The term "multicultural families" refers to multicultural families as provided under subparagraph 1 of Article 2 of the Support for Multicultural Families Act.
  • Article 3 (Duties)
  • The Busan Metropolitan City shall prepare and promote comprehensive policy measures to support multicultural families so that the members of multicultural families live stable family lives.

  • Article 4 (Support Projects)
  • The Busan Metropolitan City Mayor (hereinafter referred to as the "Mayor") may support the following projects to support multicultural families: <Amended by Ordinance No. 4879, Jul. 10, 2013>
    • 1. Korean language education, child rearing instruction and family counseling;
    • 2. Social adaptation education and vocational education and training;
    • 3. Counseling for victims of domestic violence and operation of shelters for victims;
    • 4. Provision of basic information necessary for living in a community;
    • 5. Education for understanding and advertisement of diverse cultures to overcome cultural differences;
    • 6. Other matters necessary for supporting multicultural families.
  • Article 5 (Establishment of Multicultural Family Support Council, etc.) (1) The Mayor may have a Multicultural Family Support Council (hereinafter referred to as the "Council") to deliberate ‧ discuss the matters concerning multicultural families falling under each of the following subparagraphs:
    • 1. Matters concerning the mutual cooperation on community issues of support projects for multicultural families;
    • 2. Matters concerning the improvement of understanding of multicultural families;
    • 3. Matters concerning the evaluation of support projects for multicultural families;
    • 4. Other matters concerning the support projects for multicultural families referred by the Chairperson to the meeting of the Council.
  • (2) The Council shall be composed of twenty members including one Chairperson and one Vice Chairperson.
  • (3) The Chairperson of the Council shall be the Administrative Deputy Mayor, and the Vice Chairperson shall be elected from the Council members. Persons falling under each of the following subparagraphs shall be the Council members: <Amended by Ordinance No. 5078, Jan. 1, 2015, Ordinance No. 5098, Feb. 25, 2015>
    • 1. Director of Gender Equality and Family Department;
    • 2. Each of public officials of Grade III belonging to the Busan Metropolitan City Office of Education, Busan Local Labor Office and Busan Immigration Office or a public official belonging to the Senior Civil Service who is appointed by the heads of the relevant agencies;
    • 3. Persons commissioned by the Mayor among those who fall under any of the following subparagraphs:
      • (a) A person recommended by the Busan Metropolitan Council;
      • (b) A married immigrant, etc. as provided under subparagraph 2 of Article 2 of the Support for Multicultural Families Act;
      • (c) A person who has knowledge and experience in the support projects for multicultural families.
  • (4) The term of office of a commissioned Committee member shall be two years, provided that it may be renewed for another two years. The term of office of a member filling a vacancy shall be the remaining term of office of the predecessor.
  • Article 6 (Operation of the Council, etc.) (1) The Chairperson shall represent the Council and be in charge of the overall operation of the Council.
  • (2) The Vice Chairperson shall assist the Chairperson and act on behalf of the Chairperson in case the Chairperson is unable to perform his duties due to unavoidable circumstances.
  • (3) The meeting of the Council shall be convened by the Chairperson in case recognised by the Chairperson as necessary or requested by one third of the registered Council members.
  • (4) The meeting of the Council shall be commenced upon attendance of a majority of the registered Council members. The Council shall adopt a decision with the approval of a majority of the attending Council members.
  • (5) The Council shall have one Secretary to carry out the affairs of the Council, provided that the Secretary shall be the chief in charge of supporting multicultural families.
  • (6) Payment of the allowances and travel expenses may, within limits of budget, be provided to the commissioned Council members.
  • (7) Matters other than those provided under this Ordinance that are necessary for the operation of the Council shall be determined by the Chairperson through a resolution of the Council.
  • Article 7 (Designation, etc. of Multicultural Family Support Centers) (1) The Mayor may designate a corporation or an organization having professional human resources and facilities necessary for supporting multicultural families to a multicultural family support center (hereinafter referred to as "support center"), and fully or partially commission the affairs falling under the subparagraphs of Article 4.
  • (2) The Mayor may fully or partially subsidize expenses incurred in performing duties for a support center designated under paragraph (1), within budgetary limits.
  • (3) The period for designation and operation shall be three years, and redesignation shall be allowed.

  • Article 8 (Support of Private Organizations, etc.) (1) In case of having a corporation or organization perform support projects for multicultural families, the Mayor may, within budgetary limits, fully or partially subsidize the expenses necessary for performing the projects.
  • (2) The Busan Metropolitan City Ordinance on Subsidy Management shall apply to the procedures, methods, etc. of subsidizing the expenses under Paragraph (1).

ADDENDA <Ordinance No. 5098, Feb. 25, 2015>

  • Article 1 (Enforcement Date)
  • This Ordinance shall enter into force on the date of its promulgation.
