Busan Metropolitan City Ordinance on the Establishment and Operation of the Women's Human Resources Development Center
- Article 1 (Purposes)
- The purpose of this Ordinance is to prescribe such matters as the management, etc of the Women's Human Resources Development Center, which was establishe d by Busan Metropolitan City to foster and support the human resource development education according to Paragraph 3, Article 33 of the Framework Act on Women's Development.
- Article 2(Criteria of Establishment)
- The Mayor of Busan Metropolitan City (hereinafter referred to as the "Mayor") shall comprehensively consider the reasonal balance and the social demand for developing women's ability and welfare when he/she establishes the Women's Human Resources Development Center according to Paragraph 3, Article 33 of the Framework Act on Women's Development.
- Article 3(Names and Locations)
- The Women's Human Resources Development Center (hereinafter referred to as the "Center") established by Busan Metropolitan City shall be named and located as belows.

- Article 4(Business)
- The Center shall conduct activities of the following subparagraphs.
- 1. Opening and managing of educational programs for developing women's ability and promoting social and economic status;
- 2. Consultation, arrangement and providing information regarding job searching and establishing business;
- 3. Developing occupational abilities according to Act on the Development of Occupational Abilities of Workers;
- 4. Lifelong eduction according to Lifelong Education Act;
- 5. Opening and managing of kids-care center for children of people who participate in education and training;
- 6. Other businesses needed for developing occupational abilities.
- Article 5(Educational Charge)
- The Mayor may collect the charge (hereinafter referred to as the "educational charge") including tuition, expenses for educational materials and charges for using day care centers from whom participate in education and training classes at the Center. However, if the Mayor entrusts the management of the Center pursuant to Paragraph 1, Article 7, the consignee may collect the educational charge as he/she determines.
- Article 6(Reduction and Exemption of Tuition)(1)The Mayor shall exempt the tuition among the educational charges for anyone that falls under the following subparagraphs:

- 1. Beneficiaries of the National Basic Living Security Act;
- 2. Patriots and Veterans and their bereaved family or family pursuant to Act on the Honorable Treatment and Support of Persons, etc. of Distinguished Services to the State;
- 3. Residents of social welfare facilities pursuant to the Social Welfare Services Act;
- 4. Persons subject to protection pursuant to the Single-parent Family Welfare Act;
- 5. Registered handicapped pursuant to the Welfare of Disabled Persons Act.
- (2) The Mayor shall reduce the tuition among the educational charges by 30% to whom with more than 3 children due to the childbirth after the year of 2000.
- Article 7(Operation of Entrustment)(1) The Mayor may entrust operation of the
Center to women's associations, women-related organizations, etc pursuant to the
Framework Act on Women's Development.
- (2) Agreement shall be reached with the consignee (hereinafter referred to as the "consignee") when the Mayor consigns businesses pursuant to Paragraph 1.
- Article 8(Operational Cost, etc)(1) If the operation of the Center is entrusted,
the Mayor may subsidize the operational cost in whole or in part within the scope of the budget.
- (2) The consignee shall appropriate the tuition and other facility operation related revenues to the operational costs of the Center.
- Article 9(Duties of the Consignee)(1) The consignee shall take caution and
dutifully manage the facilities as a good intentioned manager.
- (2) The consignee shall establish a management committee for the efficient operation of the Center.
- (3) The consignee shall prepare an operation rule including the educational charge, members and management of management committee, the organization for the entrusted business, etc. and shall have it approved by the Mayor. The same applies when he/she chages the operation rule.
- Article 10(Supervision and Management)(1) The Mayor shall conduct supervision
and management on the consignee, and if necessary, the Mayor may make the
consignee report on the consigned operation or may make the related public
officers examine and check the operation of facilities, related documents, etc.
- (2) The Mayor shall take necessary measures immediately if there are cases that need to corrected in the result of examination prescribed in Paragraph 1.
- Article 11(Cancellation of Operation Entrustment)(1) The Mayor may cancel the
entrustment contract in any case of the following subparagraphs:

- 1. When the consignee violates related laws and this Ordinance;
- 2. When the consignee breaches the terms of entrustment
- 3. When there is other reason that hinders the normal operation of the Hall due to the consignee's fault.
- (2) The Mayor shall conduct a hearing when the entrustment contract is to be cancelled pursuant to Paragraph 1.
