  • Article 1 (Purpose)
  • The purpose of this Ordinance is to prescribe matters Busan Metropolitan City requires to increase activities for international exchanges, and to be developed as a city with international competitiveness by establishing sister relationships with foreign cities and friendly exchanges and cooperation, etc. therewith.
  • Article 2 (Scope of Application)
  • Unless otherwise expressly provided for in other statues or Ordinances, this Ordinance shall apply to matters concerning promoting international exchanges and cooperation such as establishing sister relationships with foreign cities.
  • Article 2-2 (Master Plan)
  • ① The mayor of Busan Metropolitan City (hereafter called “Mayor”) shall plan for and enforce, in every five years, the master plan for the systematic advancement of international exchange activities (hereafter called “Master Plan”).
  • ② The Master Plan shall contain the matters of the following subparagraphs:
    • 1. Setup of the strategy, vision, and direction for international exchange
    • 2. Measures to invigorate the exchanges the overseas cities with sisterhood relationship and/or friendly partnership (hereafter called “Sisterhood City”)
    • 3. Measures to contribute to the local economy by vitalizing the international commerce and investment attraction
    • 4. Measure to build up a support system to advance the international exchange partnership
    • 5. Measures to provide financing for the advancement of the international exchange partnership activities
    • 6. Any matter deemed otherwise necessary by the Mayor to promote the international exchange partnership
  • ③ The Mayor shall plan for and execute the execution plan pursuant to the Master Plan.
  • Article 3 (Establishment of Sister Relationships, Etc.)
  • (1) The Mayor may engage in exchange activities by entering into a sisterhood relationship, or concluding a friendly relationship agreement, with a foreign (hereafter called “Sisterhood Relationship, Etc.”).
  • (1) The Mayor shall select a city allowed to promise continuous exchanges and enhance mutual understanding, as a counterpart city for establishing sister relationships, etc.
  • Article 4 (Proposal to Establish Sister Relationships, etc.)
  • (1) If proposing to establish a sister relationship, etc. with a foreign city, various conditions such as local conditions, scope of administration, and diplomatic particularities of both cities shall be sufficiently reviewed upon receipt of various materials regarding the relevant area.
  • (2) Upon receipt of a proposal for establishment of sister relationships, etc. from a foreign city, paragraph (1) shall also apply.
  • (3) When selecting a counterpart city with which to establish a sister relationship, etc., the following matters shall be complied with:
    • 1. Similarity of local conditions including the site, population, and administrative and financial level;
    • 2. Commonality and complementary nature in terms of industrial and local characteristics;
    • 3. Prospects for promoting cooperation and a friendly relationship based on an equal footing;
    • 4. Likelihood for actual benefits through exchanges;
    • 5. Necessity for exchanges in consideration of historical and cultural backgrounds or geographic characteristics situations.
  • Article 5 (Establishing, etc. Sister Relationships)
  • (1) The Mayor shall obtain approval from Busan Metropolitan Council (hereinafter referred as "Council") when he/she intends to establish a sister relationship with a foreign city.
  • (2) The Mayor may cancel a sister relationship if falling under any of the following upon obtaining approval of the Council:
    • 1. Where an issue arises which is impracticable to solve in exchanges between both cities;
    • 2. Where a sister relationship becomes nominal due to suspending exchanges;
    • 3. Where it is determined that continued exchanges between two cities serve no mutual benefit.
  • (3) Where the Mayor intends to conclude a friendship exchange agreement with a foreign city, similar to establishing a sister relationship, he/she shall first report such fact to the Council.
  • Article 6 (Substantiality of Exchange Projects)
  • The Mayor shall strive to have the exchange activity with a sisterhood city make practical contributions to the globalization of Busan Metropolitan City, economy and various areas, including economy and culture.
  • Article 7 (Promotion of Projects for International Development Cooperation)
  • (1) The Mayor may effectively utilize projects under the Frameworks Act on International Development Cooperation to share beneficial policies and systems with foreign cities and to promote mutual development therewith.
  • (2) If necessary for promoting projects under paragraph (1), he/she may conduct support on foreign students and trainees from a developing country, technical assistance, and other project which is deemed official development assistance in accordance with the Frameworks Act on International Development Cooperation.
  • Article 8 (Support of Civil Projects for International Exchanges)
  • The Mayor may fully or partially subsidize necessary expenses within budgetary limits, for a non-profit cooperation or organization, which promotes a project for international exchanges falling under any of the following, such as cultural, artistic, sport, economical, and health business:
    • 1. Developing of professional good human resources, and investigation or research;
    • 2. International or domestic events for promotion of international exchanges;
    • 3. Various invitational training and explanation meets.
  • Article 9 (Operation of Day for Promotion of Friendships with Sister Cities)
  • (1) The Mayor may perform the following events by determining a day for promotion of friendship with a sister city in order to promote friendship with the sister city:
    • 1. A ceremony and cultural, artistic or athletic event;
    • 2. An event for foreigners originating from the relevant sister city;
    • 3. Other event for promotion of international exchanges and cooperation with a sister city.
  • (2) During an event period under paragraph (1), the national flag of a sister city or the city flag symbolizing the sister city may be hoisted in the airport, international coast terminal, public office, and tourist resort. [Newly incorporated June 8, 2016]
  • Article 10 (Establishment of Committee)
  • The Mayor shall have the Busan Metropolitan City Urban Diplomacy Committee (hereafter called “Committee”) in place to deliberate on the matters of the following subparagraphs on the promotion of international exchange partnership:
    • 1. Establishment of the Master Plan and the execution plan
    • 2. Discovery and support of the international exchange partnership activities
    • 3. Any agenda introduced to the meeting by the chairperson on the international exchange partnership
  • Article 11 (Formation of Committee)
  • ① The Committee shall constitute with up to 20 members, including two chairpersons.
  • ② The Mayor and the member, elected among the entrusted members, shall act as the chairperson.
  • ③ The Mayor shall appoint or entrust the members of the Committee in consideration of gender, out of persons who are qualified for any one of the following subparagraphs:
    • 1. Busan Metropolitan City official of Class 3 or higher
    • 2. Person recommended by the City Council
    • 3. Official from a relevant administrative agency
    • 4. Employee of a relevant institution or organization pertaining to international exchange partnership
    • 5. Any other person highly knowledgeable of international exchange partnership with an abundance of experiences
  • Article 12 (Term of Committee Member)
  • The entrusted member shall serve a term of two years with one consecutive term allowed, except that a supplementary shall serve the remaining term of a predecessor member.
  • Article 13 (Dismissal of Committee Member)
  • The Mayor may dismiss a member if any one of the following subparagraphs is applicable to the member:
    • 1. Unable to carry out the duties for an extended span of time due to a health reason
    • 2. Involved in misdeeds pertaining to duties
    • 3. Deemed inappropriate to continue the duties of a member due to negligence, demeaning, and any other reason
    • 4. Revealing by a member of the incapability of fulfilling the duties
  • Article 14 (Duties of Chairperson)
  • ① The Chairperson shall represent the Committee and oversee the works of the Committee.
  • ② The Mayor shall designate a member, who shall act on behalf of the chairperson in the event that the chairperson is unable to carry out his/her duties due to an unavoidable reason.
  • Article 15 (Meeting of Committee)
  • ① The chairperson shall convene a meeting of the Committee when deemed necessary by the chairperson or demanded by more than one of third of the registered members.
  • ② A meeting of the Committee shall convene with the attendance of a majority of the registered members and reach a decision with the consent of a majority of the attending members.
  • ③ The Committee shall have one administrative secretary in place to process the works of the Committee, and a department head in charge of the international exchange partnership shall act as the administrative secretary.
  • Article 16 (Working Group Council)
  • The chairperson may form and operate the City Diplomacy Working Group Council to support the works of the Committee in an efficient manner.
  • Article 17 (Hearing of Opinion)
  • The Committee may have a relevant official or specialist attend the meeting, if necessary, pertaining to deliberating on a meeting agenda, or request for the submission of materials needed.
  • Article 18 (Allowance)
  • The Committee may pay allowance and travel expense, within the budget, to the entrusted members and a relevant specialist for attending the meeting.
  • Article 19 (Operation Rule)
  • The chairperson shall determine, with the decision by the Committee, the requirements to operate the Committee, other than the stipulation in the ordinance.
  • Article 20 (Establishment of Cooperation System)
  • The Mayor may push or cooperate jointly with an institution or organization or a university, domestic and foreign, for the activities to advance the international exchange partnership in an efficient manner.
  • ADDENDUM
  • This Ordinance shall enter into force on the date of its promulgation.
  • Supplementary Provision
  • The ordinance shall be in effect upon proclamation.
