  • Article 1 (Purpose)
  • The purpose of this Ordinance is to contribute to the stabilization of livelihood and the promotion of welfare of single-parent families by assisting them to enjoy a healthy and cultural lifestyle.
  • Article 2 (Definitions)
  • The terms used in this Ordinance shall be defined as follows:
    • 1. The term "mother or father" means a person who rears children falling under any of the items of subparagraph 1 of Article 4 of the Single-Parent Family Support Act (hereinafter referred to as the "Act");
    • 2. The term "single-parent family" means a single-mother family or a sin- gle-father family under subparagraph 2 of Article 4 of the Act;
    • 3. The term "single-parent family, etc." means a single-parent family and a person entitled to protection under Article 5-2 of the Act;
    • 4. The term "child " means a child under subparagraph 5 of Article 4 of the Act.
  • Article 3 (Responsibilities)
  • (1) Busan Metropolitan City shall endeavor to promote the welfare of single-parent families and to protect the rights and interests thereof.
  • (2) A mother and her children or a father and his children of a single-parent family shall endeavor to support themselves and to improve their livelihood by making the utmost use of their assets, ability to work, etc.
  • Article 4 (Single-Parent Families Entitled to Support)
  • (1) The scope of single-parent families entitled to support under this Ordinance shall be limited to those entitled to protection under Articles 5 and 5-2 of the Act.
  • (2) The Mayor of Busan Metropolitan City (hereinafter referred to as the "Mayor") shall determine single-parent families entitled to support and the level of support thereto under paragraph (1) in consideration of their income level, assets, etc. within budget limits.
  • Article 5 (Development of Support Plans)
  • (1) The Mayor shall develop and implement a support plan for single-parent families (hereinafter referred to as "support plan") each year for the stabilization of livelihood and the development of the foundations of self-support of single-parent families.
  • (2) A support plan shall include the following matters:
    • 1. Matters pertaining to basic direction-setting and the objectives to be pur- sued;
    • 2. Matters pertaining to support for single-parent families, etc.;
    • 3. Fund Management to support the single-parent families;
    • 4. Other matters deemed necessary by the Mayor.
  • (3) When the Mayor develops a support plan under paragraph (1), he/she may consider the opinions of the heads of Gus/Guns, single-parent family-related institutions, organizations, etc.
  • Article 6 (Fact-Finding Surveys)
  • The Mayor may conduct fact-finding surveys on single-parent families, etc. in order to develop an efficient support plan.
  • Article 7 (Details of Support, etc.)
  • (1) The Mayor may grant the following subsides to single-parent families, etc. within budget limits:
    • 1. Living expenses;
    • 2. Costs for school education for a child;
    • 3. Costs for child rearing;
    • 4. Other expenses deemed necessary by the Mayor.
  • (2) The Mayor shall determine specific standards and procedures for support under paragraph (1).
  • Article 7-2 (Support Activity)
  • ① The Mayor may push for the activities of the following subparagraphs to stabilize the living of, and enhance the welfare for, the single-parent families:
    • 1. Self-reliance capability development, such as job capability development and employment promotion
    • 2. Housing support and environment improvement
    • 3. Support for health care and medical service
    • 4. Family support service pursuant to the Act Article 17
    • 5. Publicity for single-parent family support
    • 6. Any activity deemed otherwise necessary by the Mayor to support the single-parent families
  • ② The Mayor may consign some of the works to a non-profit corporation or a non-profit private organization, pertaining to single-parent family, to advance the support activities pursuant to Paragraph 1 in an efficient manner.
  • ③ For consigning the work pursuant to Paragraph 2, the Mayor shall follow the Busan Metropolitan City Private Consignment Framework Ordinance for the works not stipulated in the or_.
  • Article 7-3 (Establishment and Operation of Single-parent Family Welfare Facility)
  • ① The Mayor may have single-parent family welfare facilities in place, pursuant to the Act Article 20 Paragraph 1.
  • ② The Mayor may consign the management and operation of the single-parent family welfare facilities to a non-profit corporation or a non-profit private organization, pertaining to single-parent family, to manage and operate the single-parent family welfare facilities pursuant to Paragraph 1 in an efficient manner.
  • ③ For managing and consigning the management and operation of the single-parent family welfare facilities, pursuant to Paragraph 2, the Mayor may support the expense, in entirety or in part, for the management and operation within the budget.
  • Article 7-4 (Establishment and Operation of Single-parent Family Support Agency)
  • ① The Mayor may have the Busan Metropolitan City Single-parent Family Support Agency (hereafter called Agency”) in place for the stable living and enhanced welfare for the single-parent families.
  • ② The Agency shall conduct the functions of the following subparagraphs:
    • 1. Supports of the visitation service and child support fulfillment for single-parent families
    • 2. Supports of the consultation, information provision, case management, and education for single-parent families
    • 3. Supports of the activation of single-parent family welfare facility and enhanced worker capability
    • 4. Development of the single-parent family support activity, and creation of the social environment to raise awareness
    • 5. Any activity deemed otherwise necessary by the Mayor to support single-parent families
  • ③ The Mayor may consign the management and operation of the Agency to a non-profit corporation or a non-profit private organization, pertaining to single-parent family, to manage and operate the Agency in an efficient manner.
  • ④ For consigning pursuant to Paragraph 3, the Mayor may support the expense required to carry out the consigned activities.

  • Article 1 (Enforcement Date)
  • This Ordinance shall enter into force three months after the date of its promulgation.
  • Article 2 (Term of Validity)
  • The provisions of Articles 8 through 14 shall remain in force until December 31, 2013.
  • Article 3 (Repeal of other Ordinance)
  • The Busan Metropolitan Ordinance on Single-Parent Family Support Fund is hereby repealed.
  • Article 4 (Transitional Measures)
  • The Busan Metropolitan Single-Parent Family Support Fund under the former Busan Metropolitan Ordinance on Single-Parent Family Support Fund as at the time this Ordinance enters into force shall be deemed the Busan Metropolitan Single-Parent Family Support Fund under this Ordinance.
