Busan Metropolitan City Ordinance on the Busan Metropolitan City Gazette

  • Article 1 (Purpose)
  • The purpose of this Ordinance is to prescribe the necessary matters for the publication of Busan Metropolitan City Gazette that carries information and policies on the municipal administration to promote the citizen's right to know and efficient administrative management.
  • Article 2 (Title)
  • The title of Busan Metropolitan City Gazette (hereinafter referred to as the "City Gazette") shall be "Dynamic Busan".
  • Article 3 (Publication)
  • The City Gazette shall be published once a week. In this case, a method of printing and posting on the Busan Metropolitan City Internet webpage may be conducted at the same time.

  • Article 4 (Carrying Items)
  • The City Gazette will carry items as follows. <Amended on Aug. 12, 2020>
    • 1. Promulgation of municipal ordinances, municipal rules, directives and established rules;
    • 2. Public notice and public notice published in the official gazette pursuant to statutes;
    • 3. Policies of municipal administration and public relations of City's policies;
    • 4. Policies of the Districts, counties, and the City Council;
    • 5. Information on culture, art and living;
    • 6. Other matters related to notices that other laws require to carry at the City Gazette.
  • Article 5 (Busan Metropolitan City Gazette Editorial Committee)
  • The Busan Metropolitan City Gazette Editorial Committee (hereinafter referred to as the "Committee") shall be established for the efficient publication of the City Gazette.
  • Article 6 (Functions of the Committee)
  • The Committee deliberates on the following subparagraphs. <Amended on Jan. 1, 2008; Aug. 4, 2010; Aug. 12, 2020>
    • 1. Planning and coordination of publication;
    • 2. Checking and editing of publication;
    • 3. Matters concerning advertisements carried by the City Gazette and the Busan Metropolitan City's webpage; <Amended on Jan. 1, 2008; Aug. 4, 2010>
    • 4. Other matters needed to publication of the City Gazette.
  • Article 7 (Composition of the Committee)
  • ① The Committee shall consist of no more than 12 committee members including one chairman and one vice chairman.
  • ② The Spokesperson shall be the chairman and the vice chairman shall be elected among the members. <Amended on Jul. 6. 2010; Jan. 9. 2019.>
  • ③ The members shall be commissioned or appointed by the Mayor of Busan Metropolitan City (hereinafter referred to as the "Mayor") in consideration of gender among those who fall under the following subparagraphs: <Amended on Aug. 12, 2020>
    • 1. Experts with knowledge in the press;
    • 2. Officials of Busan Metropolitan City related to editing the City Gazette;
    • 3. Person who is engaged in various fields of society, such as legal circles and civic organizations, and has abundant knowledge and experience.
  • ④ Appointed members of the Committee holds office for 2 years, and the consecutive appointment may be permitted only once.
  • Article 8 (Duties of the Chairman)
  • ① The chairman shall represent the Committee and exercise the overall control of the Committee.
  • ② The vice chairman shall assist the chairman and act on behalf of the chairman when the chairman inevitably can not perform his/her duties. The committee member designated in advance by the chairman shall carry out the above duties when both the chairman and vice chairman inevitably can not perform his/her duties.
  • Article 9 (Meeting)
  • ① The chairman convokes a meeting and becomes the chairman of the meeting.
  • ② The Committee meeting is to start with a majority of the registered Committee members present and shall pass a resolution with a majority vote of the Committee members who are present.
  • Article 10 (Executive Secretary)
  • The Committee shall have one executive secretary, and the deputy director in charge of The City Gazette shall be the executive secretary.
  • Article 11 (Allowances, etc)
  • Allowances and traveling expenses may be provided within the scope of the budget to the appointed committee members who are present at meetings, pursuant to the Busan Metropolitan Government Ordinance on the Payment of Allowances and Travel Expenses of Committee Members.

  • Article 12 (Distribution)
  • The City Gazette shall be distributed free.
  • Article 13 (Advertisement, etc)
  • The City Gazette may carry advertisements. In this case, the one who wants to carry his/her advertisement shall pay the fee listed in the attached table.
  • Article 14 (Exemption of the Advertisement Fee)
  • The Mayor may exempt the advertisement fee of the Central Government or Local authorities.
  • 1. Non-commercial and for any case that falls under the following subparagraphs;
  • 2. Policy advertisement common good advertisements approved by the Committee for enhancing public good.
  • Article 15 (Collection of Data, etc.)
  • ① The mayor may receive materials to be published in the city gazette from Busan Metropolitan City agencies, related organizations, and citizens.
  • ② The Mayor shall review the details of the received data and publish it in the city gazette, if deemed appropriate, and may pay the Plaintiffs in the city gazette within budgetary limits in accordance with the standards determined by the Mayor.

  • Article 16 (Compensation, etc.)
  • The Mayor may conduct a satisfaction survey to collect opinions on the improvement, etc. of the city gazette, and may compensate participants by applying Article 13 ② of the Busan Metropolitan Government Ordinance on the Establishment and Operation of Internet Webpage.

  • This Ordinance shall come into effect as of the date of promulgation.
