□ On February 18 at 2:00 PM, Busan Metropolitan City signed two memoranda of understandings with the Busan Regional Post Office in the City Hall Reception Room—one for supporting international students and the other for promoting Busan as a global tourism destination.
□ The ‘Support for International Students’ MOU aligns with the city's policy of recruiting 30,000 international students by 2028 and elevating the convenience of living in Busan. Following Seoul and Gwangju, Busan becomes the third municipality to execute such an MOU for international students.
< Key Policy Points for Recruiting 30,000 International Students >
*A strategy to address the local extinction-level crisis caused by a shrinking school-age population and youth outmigration, involving the establishment of a one-stop service system and improvements in residential conditions
*Target enrollment: 18,000 by 2025 and 30,000 by 2028
□ The MOU provides attractive benefits, such as discounted EMS rates and waived money transfer fees.
○ Relevant information will be disseminated through colleges and foreigner-related centers. Starting February 18, 2025, international students enrolling in local colleges will receive a 10% discount on EMS* and EMS Premium** at 190 post offices.
* EMS: International shipping for parcels of up to 30 kilograms to 99 countries
** EMS Premium: International express shipping for parcels up to 70 kilograms to 189 countries, in partnership with UPS
○ To be eligible, students must present their alien registration card with a visa status of D-2 (Student), D-4 (General Trainee), or D-10 (Job Seeker). For those who pre-register their parcels online or on the app before visiting the post office, an extra 3% discount (EMS only) will apply, allowing for a total saving of up to 13%.
○ Financial services include opening post office bank accounts (with debit card issuance) and waiving foreign remittance fees and other charges.
□ The ‘Promotion of Busan as a Global Tourism Destination and Spread of Stamp Culture’ MOU focuses on launching ‘My Own Stamp*’ to enhance Busan’s tourist attractions and events. These personalized stamps are anticipated to raise the city’s global recognition while also reviving the fading culture of stamp collection.
*Custom stamps with a photo chosen by an individual or organization to preserve memories
○ Busan will promote ‘My Own Stamp’ through the city’s website and social media channels. The Busan Regional Post Office will be responsible for production and sales, both domestically and internationally.
□ My Own Stamp, featuring an image from the Busan Fireworks Festival, will be released to showcase the festival’s global appeal.
○ From February 20 to March 19, My Own Stamp: the Busan Fireworks Festival Limited Edition will be available for pre-order through the Nambusan (South Busan) Post Office website or at postal counters.
