Busan City Conducts ‘On-Site Integrity Consulting’ for All Departments Aiming for Top Grade in National Integrity Evaluation!

The Busan Metropolitan City (Mayor Park Heong-joon) announced that it is conducting “On-Site Integrity Consulting” sessions aimed at enhancing staff awareness and achieving a Level 1 rating in the 2025 Comprehensive Integrity Evaluation.

○ The program, On-Site Integrity Consulting, targets administrative areas identified for improvement based on the previous year’s integrity perception survey.
 Consultants visit departments directly to provide customized consultation for employees working in construction, contracting, subsidies, and civil affairs.

○ Core content includes:
 – 2024 Integrity Perception Evaluation items and results
 – Busan’s 2025 Anti-Corruption and Integrity Policy Plan
 – Applicable laws and systems (Improper Solicitation and Graft Act, Conflict of Interest Prevention Act, Public Officials Code of Conduct)
 – Improvement tasks for corruption-prone areas

○ This year, the city expanded consulting coverage to all departments, with direct participation from the Chair of the Audit Committee, the Integrity Officer, and department directors and senior officials, demonstrating strong leadership commitment to ethical governance.

○ Starting with culture, tourism, and sports departments in April and May, consulting was provided to 59 departments and affiliated offices.
 In June, consultations continued with 18 departments related to urban development, construction, transportation, and housing.
 In the second half of the year, it will extend to areas such as planning, administration, waterworks, gender, welfare, economy, environment, and forestry.

Busan City has selected the “safety sector – construction and facility management” as a key area for integrity improvement.
Under the theme “Safety Begins with Integrity,” the city is working closely with relevant departments to identify and implement improvement measures.

[Participation Benefits]

Participants in the integrity consulting program receive various incentives, including:

• ●Recognition of one hour of official integrity training

• ●Recognition of one hour of mandatory learning

• ●Awarding of integrity mileage points

• ●Contribution to departmental BSC (Balanced Scorecard) integrity index

Individual participants can earn up to 10 points, and departments can receive up to 1.5 points per participant

Notably, both the Chair of the Audit Committee and the Integrity Officer have obtained in-house instructor certification through the Anti-Corruption Training Institute, further enhancing the quality of the program.
