Busan Expands “Priority Parking Zones for National Meritorious Persons” to Promote a Culture of Remembrance

The Busan Metropolitan City (Mayor Park Heong-joon) announced that it is actively expanding its policy to promote a culture of national remembrance by installing Priority Parking Zones for National Meritorious Persons in line with its implementation plan.

○ This initiative was launched under the Busan Metropolitan City Ordinance on the Installation and Operation of Priority Parking Zones for National Meritorious Persons, enacted in 2023. As of June 17, 2025, a total of 91 designated parking spaces have been installed at public parking facilities.

These designated zones are marked on the parking surface and include signage within parking lots to inform users of their intended purpose.

○ The priority zones are being established at frequently used facilities including public parking lots, government buildings, sports complexes, and welfare centers. The City also plans to encourage voluntary adoption by private sector facilities in the future.

○ Eligibility is limited to national meritorious persons—such as independence activists, war veterans, special operations personnel, and medal recipients—who are physically riding in the vehicle. Valid government-issued identification or certification must be presented when using these zones.

Jo Young-tae, Director General of Busan’s Administrative Services Bureau, stated:
“It is essential that those who have sacrificed for the nation are treated with honor and convenience in their daily lives.”
He added, “We ask for active participation from public and private institutions, as well as citizens, to ensure this system takes root successfully.”

○ He further stated, “We will continue to expand practical support policies for national meritorious persons, fostering a city built on collective respect and gratitude.”

Appendix 1: Program Overview

• ●Installation Criteria: At least one space must be designated in public or multi-use parking facilities with 30 or more spaces
