Busan Embarks on Its 6th Basic Informatization Plan: A Leap Beyond Digital Transformation into an AI Innovation City

The Busan Metropolitan City (Mayor Park Heong-joon) announced it will launch the 6th Basic Informatization Plan of Busan Metropolitan City (2026–2030) to proactively respond to the deepening digital era shaped by hyper-scale artificial intelligence (AI), data, and cloud innovations, and to strengthen the city’s future competitiveness.

To this end, a kickoff briefing session for the planning study will be held today (June 12) at 3:00 p.m. in the Domohon Conference Room.

○ The session will be attended by city officials, external experts, and the project contractor to present the project initiation and gather feedback.

This plan, mandated every five years under the Electronic Government Act and the Busan Metropolitan City Informatization Basic Ordinance, aims to assess the achievements and limitations of the soon-to-expire 5th Plan (2019–2025) and establish a distinctive strategy for Busan’s digital transformation and AI innovation.

○ Busan will establish a mid-to-long-term Informatization Master Plan that responds to national policies such as the Korea Digital Strategy, Digital Platform Government Implementation Plan, and the National AI Mainstreaming Strategy.

○ In particular, the city will identify future informatization strategies aligned with its vision to become a livable AI city and a global AI innovation hub, while linking these with the policy goals of the 8th popularly elected administration. It will also promote administrative innovation and digital platform policies grounded in emerging technologies that citizens can experience firsthand.

The study will be carried out over five months from June to November, and will include:

• ●Analysis of domestic and international informatization environments

• ●Vision and strategy development

• ●Definition of short-, mid-, and long-term implementation tasks

• ●Roadmap for phased implementation

• ●Organizational and institutional improvement proposals

○ The study will incorporate a comprehensive analysis of the latest technological trends, policy case studies at home and abroad, Busan’s local context and issues, and the mayoral vision. It will also reflect diverse insights through SWOT analysis, future demand forecasts, citizen and public servant surveys, and expert interviews.

○ A detailed roadmap will be developed, including prioritization of action items, budget planning, and annual and phased implementation strategies to ensure effective execution of the plan.
