Busan City Accelerates the Creation of a Data Ecosystem Through a Public-Private Data Sharing & Utilization Council

The Busan Metropolitan City Government (Mayor Park Heong-joon) announced it will hold the inaugural meeting of the “Busan Public-Private Data Sharing & Utilization Council” at 2:00 p.m. today (May 23) in the conference room of the Eurasia Platform at Busan Station.

Approximately 50 representatives, including the Director General of the Office for Future Technology Strategy, 6 related public institutions, and 25 data companies will attend to exchange diverse ideas for building a robust data ecosystem in Busan.

The meeting will proceed as follows:
– Introduction to the council’s composition and roles
– Overview of city-led projects
– Introduction of participating companies and discussion of participation strategies
– Feedback from participants

Following the pilot operation of a working-level council composed of 9 companies in 2024, this year’s council has significantly expanded to include executives from 6 related public institutions and 25 private companies, officially launching the “Busan Public-Private Data Sharing & Utilization Council.”

Participating companies include 20 Busan-based firms such as BNK Busan Bank and Ncom Co., Ltd., and 5 Seoul-based companies such as Samsung Card and Shinhan Card. Participating institutions include the Busan Transportation Corporation, Busan Infrastructure Corporation, Busan Environmental Corporation, Busan Tourism Organization, Busan Metropolitan Corporation, and Busan Technopark.

During the meeting, the city will present its integrated data platform “Big-Data Wave” and discuss its integration with current data initiatives and strategies for establishing a sustainable data industry ecosystem in Busan. Opinions gathered during the meeting will be incorporated into future policy.

The meeting will also explore cooperation strategies with city-led data projects and ways to activate the local data industry ecosystem through mutual growth and in-depth discussions.

The city completed construction of the “Big-Data Wave,” a Busan-style integrated data platform, in March. The platform collects and integrates scattered public and private data, manages the full data lifecycle, and aims to create economic value through data analysis and utilization, supporting evidence-based policy. It will be piloted through June and officially launched in July, with expectations of becoming the region’s data hub.

Going forward, regular meetings will be held twice a year and ad-hoc meetings as needed to collect opinions from institutions and companies and reflect them in policy.

Through this council, the city also plans to encourage data companies to participate in the “Big-Data Market” within the platform to enable data distribution, trade, sharing, and utilization.

Discussions are expected to cover various topics such as:
– Activating use of the Big-Data Market
– Promoting data sharing and utilization
– Discovering joint public-private projects
– System development and other collaboration plans to drive local data industry growth

Jung Na-young, Director General of the Office for Future Technology Strategy, stated:
