Busan Expands Nationwide First AI-Based Public Servant Data Literacy Training Program

Busan Metropolitan City (Mayor Park Heong-joon) announced the expansion of its groundbreaking “Public Servant Data Literacy Training Program,” first launched in 2023.

In 2023, the city trained 406 officials across two programs. In 2024, that number grew to 847 officials across three programs. This year, five courses will be offered to an additional 875 officials, supporting a three-year goal of training 2,000 public officials in data and AI utilization.

The program has strengthened public sector data capabilities and promoted a data-driven organizational culture based on scientific decision-making.

Since last year, the curriculum has incorporated generative AI tools such as ChatGPT to enhance participants’ ability to plan policies and conduct administrative tasks using AI.

The program also enables participants to analyze civil complaint data for service improvement and enhances reliability and objectivity in policymaking by promoting data-driven governance.

To foster a stronger data culture, this year’s training includes:
• Customized, structured learning paths based on participant skill levels
• More hands-on practice for real-world application
• An expanded instructor support system to help learners succeed

The curriculum consists of five levels (Level 0 to 4), with step-by-step courses to build capacity in data analysis and AI application. The courses are designed with a strong emphasis on practical training to ensure public officials can apply what they learn directly to their jobs.

2025 Public Servant Data Literacy Training Overview

• Target: Busan public officials (20 participants per session)
• Location: Nara Dream Complex – Busan Youth Startup Hub

The city will also incorporate the “Big-Data Wave,” Busan’s integrated data platform, into the curriculum. Trainees will use locally relevant datasets for analysis and apply insights directly to administrative tasks and policy development.

Tools such as Brightics (data analysis) and BIX5 (data visualization) will be utilized to deliver locally grounded training.

Public officials from the city or district offices may apply starting April 4 through the online platform (datadiving.net/2025_busansi_data_edu) or via QR code. The first session, focusing on data literacy, will be held on April 21 at the Busan Youth Startup Hub.

In addition, Busan will host a Data Analysis & Utilization Competition in October to showcase public servants’ capabilities and discover best practices that can drive policy innovation and administrative reform.
