  • Article 1 (Purpose)
  • The ordinance aims at stipulating the requirements to advance the youth policy, pursuant to the Basic Act for Youth, and contributing to the development and rights enhancement for the youth, such as creating the conditions to engage the youth in Busan Metropolitan City in all areas of society, economy, and culture and laying grounds for the self-reliance for the youth. <Revision July 14, 2021>
  • Article 2 (Basic Idea)
  • This ordinance shall constitue the basic idea of recognizing the youth as an independent member of the society, guaranteeing the right for the youth to live a proactive life willingly, and fulfill the responsibility and duty as a member of the society.
  • Article 3 (Definition)
  • The ordinance shall use ther terms, which are defined as follows: <Revision July 14, 2021>
    • 1. “Youth” refers to a person aged 18 or older and 34 or younger, except that a person aged 15 or older and under 34 may be considered the youth in relation to employment and stable living support, and except that the different age criteria applied under other laws and ordinance may prevail.
    • 2. ‘Youth development“ means the ramped-up social capability and self-realization of the youth via the process, in which the youth will achieve his/her goal in various of areas of society, economy, and culture.
    • 3. ‘Youth policy“ means the policy, which aims at the enlarged engagement, youth development, and rights promotion for the youth in all areas of society, economy, and culture.

    • 6. “Youth organization” means the corporation or organization, which aims at the enlarged engagement, youth development, and rights promotion for the youth in all areas of society, economy, and culture.
  • Article 4 (Duties)
  • Busan Metropolitan City (hereafter called “City”) shall comply with the duties adamantly, as stipulated in the laws, other relevant legislation, and the ordinance for the youth policy advancement.

  • Article 5 (Relationship with Other Ordinance)
  • The regulation in relation to the youth policy shall follow the ordinance, except that other ordinance applies an otherwise special stipulation.
  • Article 6 (Planning and Execution of Basic Plan on Youth Policy)
  • ① The mayor of Busan Metropolitan City (hereafter called “Mayor”) shall plan for and execute the basic plan for the youth policy (hereafter called “Basic Plan”) in every 5 years.
  • ② The Basic Plan shall incorporate the matters of the following subparagraphs: < April 10, 2019, July 14, 2021>
    • 1. Basic direction and goal for the youth policy
    • 2. Major subject of the youth policy
      • a. Enlargement of the youth engagement in municipal admnistration of society, economy, and culture
      • b. Local talent cultivation, such as youth capability development
      • c. Job creation for youth, promotion of youth hiring, and improvement in emplyment environment
      • d. Invigoration of youth culture and furthering of opportunity for the youth to enjoy cultural art
      • e. Living stability of the youth
      • f. Residence stability of the youth
      • g. Health promotion of the youth
      • h. Rights advancement of the youth
      • i. Financing and support system to advance the youth policy
      • j. Setup and operation of a private-public partnership to advance the youth policy
      • k. Management of the key performance index to evaluate the result of the youth policy advancement
      • l. Other matter required to advance th youth policy
  • Article 7 (Planning and Execution of Implementation Plan)
  • ① The Mayor shall plan for and execute the annual implementation plan under the Basic Plan.
  • ② The Mayor shall report the results of the implementation plan and the preveious year’s implementation plan, prepared pursuant to Paragraph 1, each and every year to the Busan Metropolitan City Youth Policy Coordination Committee. <Revision July 14, 2021>
  • Article 8 (Youth Policy Research)
  • ① The Mayor may conduct a policy research and a basic survey for the youth policy making.
  • ② The Mayor may consign the research and survey to an institution, corporation, or youth organization with expertise, if deemed necessary for the research and survey pursuant to Paragraph 1.
  • Article 9 (Youth Policy Coordination Committee)
  • ① The May shall have the Busan Metropolitan City Youth Policy Coordination Committee (hereafter called “Committee”) to deliberate on any the following subparagraphs: <Revision February 5, 2021, July 4, 2021>
    • 1. Planning and change of the Basic Plan
    • 2. Planning and change of the Implementation Plan
    • 3. Examine and evaluation of the results of the Implementation Plan

    • 5. Any matter deemed otherwise necessary by the Myaor in relation to advancing the youth policy
  • ② The Committee shall comprise of up to 20 members, including 2 chairpersons and 1 vice chairperson with the Mayor and a member, electeed out of the entrusted members, acting as the chairperson and the vice chairperson elected out of the entrusted members. <Revision February 5, 2020, July 14, 2021>
  • ③ The Mayor shall appoint or entrust the committee member in consideration of gender out of persons of the following subparagraphs: <Revision February 5, 2020, July 14, 2021>
    • 1. City officials of Grade 3 or higher
    • 2. Person recommended by the Busan Metropolitan City Council
    • 3. Person with an abundance of experiences of working for a youth organization
    • 4. Youth policy specialist and employee of a relevant institution
    • 5. Person deemed otherwise necessary for the advancement of the youth policy
  • ④ The chairperson shall represent the Committee and oversee the works of the Committee, and the vice chairperson shall support the chairperson and act for the chairperson if the chairperson is unable to carry out his/jer duties due to an unavoidable reason. <Revision July 14, 2021>
  • ⑤ The committee member shall serve a term of 2 years with one consecutive term allowed, excpe that a supplmentary member shall serve the remaing term of a predecessor member. <Revision July 14, 2021>
  • ⑥ The Mayor may dismiss a committee member when ther is an incidence of the reason of the following subparagraphs:
    • 1. Failure to carry out the duties of a member faithfully
    • 2. Leakage or misabuse of a secret known during official working
    • 3. Voluntary dismissal for a personal reason of health
    • 4. Continued serving as a member deemed inappropriate
  • ⑦ Deleted <July 14, 2021>
  • ⑧ The Committee shall convene a regular meeting once a year. The Chairperson shall convene a meeting when deemed necessary or with the demand from one third of the registered members. The meeting shall decide with the attendance of a majority of the registered members and decide with the consent of a majority of the atttending members. <Revision July 14, 2021>

  • ⑩ The Committee shall have an administrative secretary in place with a department head in charge of the youth policy. <Revision July 14, 2021>
  • ⑪ An entrusted member or a relevant specialist, who attend a meeting of the Committee, may be paid for allowance and travel expense within the budget. <Revision July 14, 2021>
  • ⑫ The Chairperson shall determine the requirements, other than the stipulations in the ordinance, with a decision of the Committee. <Revision July 14, 2021>

  • Article 10-2 (Enlargement of Youth Engagement)
    • ① The Mayor shall reflect the intent of the youth in the decision making process for various committees and overall administration of the City, and strive for the enlargement of youth engagement.
    • ② The Mayor shall ensure that the policy to enlarge the youth engagement, pursuant to Paragraph 1, provides an opportunity to educate and train on becoming a democratic citizen, and distribute policy promotion material and promotion supplies to the youth in jurisdiction, such as to-be high school graduate in jurisdiction, within the budget to publicize and implement the youth policy in an efficient manner.
    • ③ The Mayor may pay activity expense, within the budget, for the activities of the youth, a youth organization, or voluntary youth meeting to engage the youth, pursuant to Paragraph 1. <Revision July 14, 2021> {Newly incorporated of the Article September 25, 2019}
  • Article 10-3 (Local Talent Cultivation by Capability Development for Youth)
  • The Mayor may push for the capability developemtn activities of the following subparagraphs to cultivate the youth to a creative local talent:
    • 1. Support for occupational training in preparation for the job environment change, present and future, of Busan
    • 2. Support of the education condition improvement and education expense to mitigate the disparity in education and information among the youth
    • 3. Support of the development and operation of an educaion curriculum by field, and provision of encompassing information
    • 4. Support for voluntary youth meeting activities, such as information exchange
    • 5. Support of career consultation, such as startup and employment, in consideration of aptitude and capability
    • 6. Other capability development activity, which facilitates the entry into society by the youth

  • Article 11 (Enlargement of Youth Hiring)
  • ① The Mayor may have the youth hiring goal reflected in the performance contract with a managing director or chief director of the public corporation and entity founded by the City, pursuant to the Local Public Enterprise Act.
  • ② The Mayor may the youth hiring performance reflect in the management performance evaluation of the institution invested and/or contributed pursuant to the Busan Metropolitan City Ordinance on the Management of Invested and/or Contributed Institution Article 10, and recommend the enlaggement of youth hiring.
  • ③ The Mayor shall plan for and execute the measures for youth manpower cultivation, youth startup cultivation and support, strengthening of employment capability, promotion of youth hiring and improvement of hiring environment, and otherwise youth job creation to enlarge the youth hiring and improve the job quality, pursuant to the Special Act for Youth Hiring Promotion.   • Article 15 (Youth Culture Activity)
  • ① The Mayor may push for the activities of the following subparagraphs to cultivate and support the youth culture. <Revision July 14, 2021>
    • 1. Cultivation of professional manpower in relation to youth culture
    • 2. Program development to discover and cultivate youth culture artists
    • 3. Creation of a youth culture art space
    • 4. Creation of a youth cultre street
    • 5. Youth culture exchange, domestic and foreign
    • 6. Formation of a youth culture human network
    • 7. Material collection, information provision, and publicity in relatio to youth culture
    • 8. Any activity deemed otherwise necessary to cultivate and support youth culture
  • ② The Mayor may push for or support the activity needed to enlarge the opportunity for the youth to enjoy cultural art. [Newly incorporated July 14, 2021]

  • Article 17 (Support of Living Stability for Youth)
  • ① The Mayor may find out the factors of living unstaility, which undermine the youth development in various fields of economic independence, safety and public health, and prepare for the support measures to mitigate the factors. <Revision April 10, 2019, September 25, 2019>
  • ② The Mayor may conduct the finance education and consultation to aid the youth for asset building and credit recovery, or support the expense, within the budget, if needed. [Newly incorporated September 25, 2019, July 14, 2021]
  • ③ The Mayor shall plan for and execute the support measures to mitigate the economic burden for the youth, who is indebted or under struggle to pay back debt and the interest. [Newly incorporated July 14, 2021]
  • Article 17-2 (Residence Stability Support for Youth)
  • ① The Mayor shall plan for and execute the measures of public rental housing supply, aid for housing lease deposit and rent, and guaranty money support to stalibize living and improve residential quality for the youth. <Revision July 14, 2021>
  • ② The Mayor shall prepare for the measure to improve the residetial environment of the youth, and strive to remedy rights for the youth, who reside in the housing or non-housing abode underqualified for the minimum resident criteria pursuant to the Basic Act for Residence Article 17.

  • ③ The Mayor may support the expense, within the budget, if required to execute Paragraphs 1 and 2.

  • Article 18-3 (Health Enhancement Support for Youth)
  • The Mayor shall prepare for the measur to protect and enhance the physical and/or mental health for the yout, and provide supports within the budget. In such case, a priority shall be given to the youth, who are struggling to manage health due to a social and/or economic reason.

  • Article 18 (Rights Advancement Support for Youth)
  • Article 19 (Setup, Operation and Support for Youth Space)
  • The Mayor may set up and operate youth space for the activity, which aims at advancing the rights of the youth, including the enlargement of social engagement for the youth and the proliferation of youth culture. {Full revision July 14, 2021}
  • Article 19-2 (Setup and Operation of Youth Center)
  • ① The Mayor may set up and operate a youth center to make a base for communication and exchange activity by the youth, and discover, study, and advance the youth policy.
  • ② The youth center shall perform the functions of the following subparagraphs:
    • 1. Planning for and execution of the youth center activities
    • 2. Research study for youth policy planning, and accumulation and sharing of information and data
    • 3. Support for youth activities to enlarge the youth engagement, and invigoration of private-public partnership
    • 4. Capability development, employment, and startup for the youth, and execution and support for education to cultivate a talent
    • 5. Support for the independent growth and rights protection for the youth
    • 6. Youth network creation and exchange activity, domestic and foreign
    • 7. Any activity required otherwise to advance the youth policy

  • Article 20 (Support for Youth Organization)
  • ① The Mayor may provide administrative and financial support for an institution or organization, which contributes to the implementation of the youth policy.
  • ② The support method and procedure for the expense, pursuant to Paragraph 1, and other requirements shall follow the Busan Metropolitan City Ordinance for Local Subsidy Management.
  • Article 20-2 (Setup of Funding)
  • ① The Mayor may setup and operate the Busan Metropolitan City Youth Development Fund, pursuant to the Local Autonomy Act Article 142, to secure the financial resources required for the youth development and rights advancement.
  • ② The setup and operation of the youth development fund, pursuant to Paragraph 1, shall be stipulated in a separate ordinance.

  • Article 20-3 (Conclusion of Social Contribution Agreement)
  • ① The Mayor may conclude an agreement with a company and provide a partnership opportunity, if the company plans to push for a social contribution activity to support the youth policy, pursuant to the ordinance, for the youth development and rights advancement.
  • ② For voluntary donation of money, valuables, and other property to support the advancement of the youth policy, pursuant to the ordinance, under Paragraph 1, the Mayor may accept the donation with the deliberation of the Busan Metropolitan City Donation Review Committee pursuant to the Busan Metropolitan City Ordinance on the Respectful Treatment for Donor Article 7.
  • ③ The Mayor shall use the money, if allowed to accept and valuables donated pursuant to Paragraph 2, to raise the financial resource for the Busan Metropolitan City Youth Development Fund pursuant to Article 20-2 and use for the purpose of donation.
  • ④ The Mayor may treat respectfully and support the company under Paragraph 1, pursuant to the Busan Metropolitan City Ordinance on the Respectful Treatment for Donor and the Busan Metropolitan City Ordinance for the Social Contribution Promotion and Support.   • Article 20-4 (Delegation of Work)
  • The Mayor shall delegate, to a district mayor and/or a gun mayor, the work of the following subparagraphs for the projects under implementation pursuant to Article 17-2 to support the residence stability for the youth in an efficient manner:
    • 1. Application acceptance from the partipants of the monthly rent support project
    • 2. Preliminary selection and management of eligible persons for the monthly rent support project
    • 3. Post-management of the monthly rent support project

  • Article 21 (Consignment of Work)
  • ① The Mayor may consign the works under the ordinance, in entirety or in part, to a corporation and/or organization, which carries out relevant works, to advance the youth poicy efficiently. <Revision July 14, 2021>
  • ② For consigning the works pursuant to Paragraph 1, the Mayor shall follow the Busan Metropolitan City Ordinance on the Work Consignment and Delegation to Public Institution and the Busan Metropolitan City Framework Ordinance for Private Consignment for the matters not stipulated in the ordinance. <Revision July 14, 2021>
  • Article 22 (Reward)
  • ①The Mayor may select and reward a youth organization, which has made marked contributions to the youth policy, pursuant to the Busan Metropolitan City Reward Ordinance.

  • Article 1 (Effective Date)
  • The ordinance shall be in effect upon proclamation.
  • Article 2 (Repeal of Other Ordinance)
