Busan Metropolitan City Address Information

  • Article 1 (Purpose)
    The purpose of this ordinance is to define the matters mandated by the Road Name Address Act and the enforcement decree of the same law, and the matters necessary for its implementation.
  • Article 2 (Expanding the use of address information
    The Mayor of Busan Metropolitan City (hereinafter referred to as the "Mayor") shall expand the use of address information in accordance with the following subparagraphs:
  • 1. Road Name: Name of all roads;
  • 2. Road Name and base number: Except in the case of Article 9(2) of the "Road Name Address Act" (hereinafter referred to as the "Act"), Marking location on roadside vacant lot;
  • 3. Road name address: Indication of the location of various buildings other than those prescribed in Article 19 ① and ② of the Act;
  • 4. National Basic Zone and National Basic Zone Number: Basic units of the establishment and change of various zones announced to the public in Busan Metropolitan City in addition to Article 22 ⑥ of the Act;
  • 5. National branch number: Except in the case of Article 23 ② of the Act, Indicate the location of facilities, cultural properties, etc. installed in the mandatory area for marking the national branch number;
  • 6. Object address: Register facilities that do not correspond to buildings, etc. on the public ledger or mark the location used for various guidance.
  • Article 3 (Calculation of building license plate production cost, etc.)
  • ① The mayor shall announce the manufacturing cost and the reference date calculated in consideration of the following items for building license plates issued pursuant to Article 13 ④ and Article 16 ② of the Act on the Busan Metropolitan Times and the Busan Metropolitan City Internet webpage .
    • 1. The procurement unit price registered with the Public Procurement Agency in relation to the building license plate commonly used in Busan Metropolitan City (hereinafter referred to as the "City");
    • 2. Material costs required for purchase and installation of building license plates;
    • 3. In the case of building license plates in a form not registered with the Public Procurement Agency, the actual cost of production.
  • ② The cost of producing building license plates issued by the mayor may be collected by means of receipt paper, electronic money and electronic payment using information and communication networks, etc.
  • Article 4 (Cost of Advertising)
  • ① The costs of advertisements that the Mayor requires the applicant to bear pursuant to Article 25 ④ of the Act shall be determined by the contract between the Mayor and the applicant in consideration of printing, production costs, etc.
  • ② Notwithstanding paragraph ①, in the following cases, it shall be free of charge:
    • 1. In case a local government intends to advertise;
    • 2. In case non-commercial public interest advertisements are intended;
    • 3. In other cases the Mayor deems it necessary.
  • Article 5 (Promotion of policies for the daily use of address information)
    The Mayor may support and promote under Article 27 of the Act and the following matters so that address information may be used efficiently:
  • 1. Installation of facilities such as address information boards that guide address information;
  • 2. Use of address information for bus stops, railway history (including urban railway history), location signs installed and marked at various terminals, airports, etc;
  • 3. Projects to promote the use of address information by city agencies and private organizations;
  • 4. Production and dissemination of address information map;
  • 5. Other projects deemed necessary by the mayor to promote the use of address information.
  • Article 6 (Composition of the Address Information Committee)
  • ① The Busan Metropolitan Government Address Information Committee (hereinafter referred to as the "Committee") under Article 29 of the Act shall be comprised of not less than 10 but not more than 15 members, including one chairperson and one vice-chairperson, in consideration of gender.
  • ② The Chairman shall be the Director of City Planning and the Vice Chairman shall be chosen from among the members.
  • ③ The commissioners shall be appointed or commissioned by the mayor from among the following persons, but at least one-half of the members, except the chairperson, shall be commissioned members:
    • 1. Public Officials from address information such as fire, police, road management;
    • 2. A person with extensive experience in the address information industry and road traffic field;
    • 3. knowledgeable person with characteristics, History, and Geography of the city;
    • 4. A person who the mayor deems necessary.
  • Article 7 (Term of office and dismissal of members)
  • ① The term of office of the commission members shall be two years, but they may serve only two consecutive terms.
  • ② The mayor may remove a member even before the expiration of his or her term of office if any of the following occurs:
    • 1. In case of inability to perform his/her duties due to health reasons;
    • 2. In case there is any misconduct related to the job;
    • 3. In case the person is deemed unsuitable as a member due to neglect of duty, damage to dignity, or other reasons;
    • 4. In case the committee member expresses his or her intention that it is difficult for him or her to perform his or her duties.
  • ③ The term of office of a by-election member shall be the remaining period of the previous member.
  • Article 8 (Duties of the Chairperson)
  • ① The chairperson shall represent the committee and oversee the work of the committee.
  • ② If the chairperson is unable to perform his or her duties for unavoidable reasons, the vice chairman shall act on his behalf, and if both the chairperson and the vice-chairman are unable to perform their duties, a member designated in advance by the chairperson shall perform the duties on his behalf.
  • Article 9 (Operation of the Committee)
  • ① Meetings of the committee shall be called by the chairperson at the request of the mayor or if the chairperson deems it necessary.
  • ② In case the Chairperson intends to convene a meeting pursuant to paragraph ①, the chairperson shall notify each member in writing of the date, place, and agenda of the meeting at least 7 days before the date of the meeting. However, in urgent cases, notice may be given up to the date of the meeting.
  • ③ Meetings of the Committee shall be held with the attendance of a majority of the registered member, and resolutions shall be made with the consent of a majority of the members present.
  • ④ The chairperson may consider in writing if the agenda for the meeting is minor or unavoidable. In this case, The decision shall be made by the written deliberation of the majority of the registered member.
  • ⑤ In case the chairperson intends to make a written deliberation pursuant to paragraph ④, he or she shall send the proposal for consideration to each member for a period of not less than 7 days, and the member who receives the proposal shall complete the deliberation within the prescribed period and prepare and submit a written deliberation to the chairperson.
  • Article 10 (Request for Cooperation with Related Organizations, etc.)
    The Committee may, if necessary for the performance of its duties, invite relevant experts to attend to hear opinions or request necessary cooperation from relevant officials or interested persons such as the submission of materials and opinions directly related to the deliberations.
  • Article 11 (Secretary of the Committee)
    The Committee shall have an executive secretary to handle the affairs of the Committee, and the officer in charge of address information affairs shall be the executive secretary.
  • Article 12 (Preparation of Minutes of the Committee)
  • The Chairperson shall prepare and manage the minutes including the following matters:
    • 1. Date and time of the meeting;
    • 2. Attendee List and members present;
    • 3. Discussion and progress;
    • 4. Gist of remarks and results of deliberation by members and attendees;
    • 5. Other matters deemed necessary by the Chairperson.
  • Article 13 (Allowances of the Committee, etc.)
    In case commissioned members and experts attend meetings, allowances and travel expenses may be paid within the budget.
  • Article 14 (Detailed rules of operation)
    In this ordinance, matters necessary for the operation of the committee shall be determined by a resolution of the committee, except what is stipulated
  • Article 15 (Deduction for damages)
    The mayor may take necessary measures, such as signing up for a deduction for damages in accordance with Article 31 of the Act, in order to prepare for safety accidents caused by address information facilities.
  • Article 16 (Publicity and education of address information)
  • ① The Mayor may produce and distribute promotional materials, etc. on how to use address information pursuant to Article 31 of the Act.
  • ② The Mayor may provide education on address information in civil defense, reserve forces education, meetings, events, education, etc. of various organizations.
  • ③ The Mayor shall endeavor to provide education on address information to schools of various levels in consultation with the superintendent of the Busan Metropolitan City Office of Education. In this case, matters necessary for education can be supported.
  • Article 17 (Delegation and Entrustment)
  • ① In case the Mayor applies for a road name to the Mayor him/herself pursuant to Article 7 ② 2 of the Act, he/she shall delegate matters concerning receipt, application, written consent, and notification to the head of a district.
  • ② The Mayor may entrust the following matters to an institution under Article 33 ② of the Act:
    • 1. Matters concerning the issuance and re-issuance of building license plates under Article 13 ① of the Act;
    • 2. Matters concerning the preparation and management of the basic map of address information under Article 25 ① of the Act;
    • 3. Matters concerning the production and distribution of address information guidance maps under Article 25 ② of the Act;
    • 4. Matters concerning the provision of address information pursuant to Article 25 ⑥ of the Act;
    • 5. Matters concerning investigations and measures for address information facilities under Article 26 ① of the Act;
    • 6. Matters concerning the installation and management of facilities, etc. indicating national branch numbers under Article 40 ② of the Enforcement Decree of the Road Name Address Act (hereinafter referred to as the "Decree");
    • 7. Matters concerning the promotion of the address information industry under subparagraphs 1 through 3 of Article 52 of the Decree;
    • 8. Matters concerning the establishment and operation of the Busan Metropolitan Government Address Information Management System under Article 53 of the Decree.
  • Article 18 (Awards)
    The mayor may select individuals, institutions, or organizations that have contributed to the promotion of the address information project and reward them in accordance with the "Busan Metropolitan City Reward Ordinance".

Addendum

This ordinance shall take effect one month after its promulgation.

  • Article2 (Interim Measures for Busan Metropolitan City New Address Committee)
    At the time of the enactment of this Ordinance, the former Busan Metropolitan City New Address Committee shall be deemed to be the Busan Metropolitan City Address Committee pursuant to this Ordinance.
