BUSAN METROPOLITAN ORDINANCE ON MANAGEMENT OF PUBLIC AMBASSADORS

Ordinance No. 4615, May 4, 2011

    Article 1 (Purposes)
  • The purpose of this Ordinance is to contribute to the enhancement of Busan Metropolitan City's position and citizens' participation in the city administration by prescribing matters necessary for the management of public ambassadors of Busan Metropolitan City in order to efficiently publicize the city administration
    Article 2 (Duties)
  • The duties of public ambassadors of Busan Metropolitan City (hereinafter referred to as "public ambassador") shall be as follows
    • 1. Activities, both in Korea and overseas, to enhance the position of Busan Metropolitan City (hereinafter referred to as the "City");
    • 2. Publicity of the city administration and activities involving participation in the production of publicity materials therefor;
    • 3. Activities pertaining to attracting enterprises and investment;
    • 4. Activities pertaining to the boosting of culture and tourism, such as participation in various festivals and events;
    • 5. ther activities necessary for publicity of the city administration.
    Article 3 (Appointment)
  • (1) The Mayor shall appoint public ambassadors from among those falling under any of the following subparagraphs
    • 1. Experts and celebrities in each field coinciding with the enhancement of the position of the City
    • 2. Nationals and foreigners who may enhance the economic and cultural value of the City;
    • 3. Other persons who have much interest in the city administration and may contribute to the publicity of the city administration.
  • (2) Where necessary for promoting special affairs, the Mayor may appoint a public ambassador to assign specific duties referred to in the subparagraphs of Article 2
  • (3) The term of office of each public ambassador shall be two years, which may be renewed consecutively: Provided, That where the Mayor appoints a public ambassador pursuant to paragraph (2), he/she may specially set the term of office of such public ambassador
    Article 4 (Cancellation of Appointment)
  • Where a public ambassador falls under any of the following subparagraphs, the Mayor may cancel his/her appointment, even during the term of office
    • 1. Where he/she expresses his/her intention to resign;
    • 2. Where it is inappropriate for him/her to perform his/her duties due to loss of dignity as a public ambassador, etc.
    • 3. Where he/she has a difficulty to perform his/her duties continuously.
    Article 5 (Management)
  • (1) An officer in charge of publicity shall manage all affairs related to the appointment of public ambassadors, etc., and the head of a department in charge of a project shall use a public ambassador in consultation with the officer in charge of publicity: Provided, That the department in charge of a project shall manage related affairs, such as the appointment and use of a public ambassador under Article 3(2)
  • (2) In order to boost the publicity of the city administration, the Mayor shall hold a regular meeting of public ambassadors, once each year, and may request their advice on the publicity of the city administration by holding an extraordinary meeting, if necessary.
    Article 6 (Honorable Treatmen)
  • (1) A public ambassador shall serve in an honorary position without pay, however, when a public ambassador performs the duties as public ambassador, such as participation in various activities for the city administration, he/she shall be provided with such highest protocol treatment as necessary.
  • (2) The Mayor shall provide public ambassadors with data, etc. for the publicity of the city administration, necessary to perform their duties under the subparagraphs of Article 2.
  • (3) When a public ambassador performs his/her duties under the subparagraphs of Article 2, he/she may be paid necessary expenses, such as travel expenses, within budget limits. In such cases, when participating in the production of publicity materials under subparagraph 2 of Article 2, he/she may be paid the activity cost and a fee for appearing in advertisements - 3 - within budget limits.
    ADDENDA (Ordinance No. 4615, May 4, 2001)
    Article 1 (Enforcement Date)
  • This Ordinance shall enter into force on the date of its promulgation.
    Article 2 (Transitional Measures with Regard to Public Ambassadors
  • A public ambassador appointed as at the time this Ordinance enters into force shall be deemed appointed in accordance with this Ordinance. In such cases, the term of office of the public ambassador shall be the remainder of the unexpired term.
