BUSAN METROPOLITAN CITY ORDINANCE ON THE CONFERMENT ANDCONTROL OF HONORARY CITIZENSHIP CERTIFICATE

  • Article 1 (Purpose)
  • The purpose of this Ordinance is to provide for necessary matters for the conferment and honorable treatment of Busan honorary citizenship certificates. (Amended by Ordinance No. 5234, Nov. 3, 2015)
  • Article 2 (Conferment Qualification)
  • The Mayor of Busan Metropolitan City (hereinafter referred to as the "Mayor") may confer a Busan honorary citizenship certificate (hereinafter referred to as the "honorary citizenship certificate") upon any person who is not a citizen of Busan and who falls under any of the following subparagraphs:
    • 1. Person who has externally enhanced the honor of Busan Metropolitan City;
    • 2. Person who has contributed to the improvement of living of citizens of Busan or development of their culture;
    • 3. Person who has contributed to the development of science, technology, economy or administration of Busan Metropolitan City;
    • 4. Person similar to those as provided in subparagraphs 1 through 3 on whom the Mayor deems it necessary to confer the honorary citizenship certificate.
  • Article 3 (Determination of Persons Subject to Conferment, Etc.) (1) When the Mayor intends to confer the honorary citizenship certificate, he shall do so after being deliberated and resolved on by the Busan Metropolitan City Administration Reconciliation Committee (hereinafter referred to as the "City Administration Reconciliation Committee").
  • (2) When the Mayor intends to confer the honorary citizenship certificate upon any special foreign guest who visits Busan Metropolitan City (hereinafter referred to as the "City") for the purpose of the promotion of amity or for any other purpose, the Mayor may do so without the deliberation and resolution of the City Administration Reconciliation Committee under paragraph (1).
  • (3) The term "special foreign guest" used in paragraph (2) means any person who falls under any of the following subparagraphs:
    • 1. Head of any foreign country;
    • 2. Head of any sister city.
  • (4) Where the Mayor has conferred a honorary citizenship certificate, he/she shall report such matter to the Busan Metropolitan City Council without delay and notify citizens of personal information of the person conferred with honorary citizenship certificate and the reason for conferment, etc. via the Internet website of the City.   • Article 4 (Honorable Treatment and Support) (1) The Mayor may provide the following honorable treatments and supports, within budgetary limits, for a person conferred with a honorary citizenship certificate: (Amended by Ordinance No. 5602, Jul. 12, 2017)
    • 1. Publicizing a person conferred with a honorary citizenship certificate;
    • 2. Disseminating major publications of the City;
    • 3. Inviting to the major festivals and major events of the City such as the Busan International Film Festival and Busan Fireworks Festival, etc;
    • 4. Providing admission tickets, etc. of performances of cultural event supervised by the City which are held in the Busan Cultural Center, Busan Citizen's Hall, Busan Museum of Art, and Busan Museum of Contemporary Art, etc.;
    • 5. Other administrative and financial support the Mayor deems necessary.
  • (2) Where the qualification of a honorary citizen is canceled, the Mayor shall suspend the relevant honorable treatment and support. (This Article Wholly Amended by Ordinance No. 5234, Nov. 4, 2015)
  • Article 5 (Form, etc. of Honorary Citizenship Certificate)
  • The standard and form, etc. of the honorary citizenship certificate shall be provided by rule of Busan Metropolitan City.
  • Article 6 (Revocation of Honorary Citizenship Certificate) (1) If a person upon whom the honorary citizenship certificate is conferred falls under any of the following subparagraphs, the Mayor may revoke such conferment:
    • 1. In case the said person acts contrary to the purpose of the conferment; or
    • 2. In case the said person wishes that the conferment would be revoked.
  • (2) If the Mayor intends to revoke the conferment of the honorary citizenship certificate under paragraph (1) 1, he shall do so after being deliberated and resolved on by the City Administration Reconciliation Committee.
  • Article 7 (Management)
  • The Mayor shall comprehend circumstances, difficulties, and recommendations of honorary citizens, and if necessary, he/she shall take appropriate measures. [This Article Newly Inserted by Ordinance No. 5234, Nov. 4, 2015]

ADDENDA

  • (1) (Enforcement Date)This Ordinance shall enter into force on the date of its promulgation.
  • (2) (Transitional Measures) The persons upon whom the honorary citizenship certificate is conferred in accordance with the previous Ordinance prior to the enforcement of this Ordinance, shall be deemed to be those upon whom the honorary citizenship certificate is conferred in accordance with this Ordinance.

ADDENDA (Ordinance No. 5602, Jul. 12, 2017)

  • Article 1 (Enforcement Date)
  • This Ordinance shall enter into force on the date of its promulgation: Provided, That matters concerning exempting the venue rental fee under proviso to Article 31 (1) of the Ordinance on Operation of Busan Museum of Art shall enter into force on January 1, 2021, if it applies to the Busan Museum of Contemporary Art.
