The government will establish 2 to 3 world innovative clusters in Korea within 15 years and prepare a plan that cities will have self-sustaining infrastructure based on city and provincial strategic industries. In particular, Busan will have to be developed into a transport-business hub city, which will be based on the port and transport, and cinema IT. Busan is thus expected to function as a central management city in the southeast economic zone.
In a talk presided over by President Roh Moo-hyun on the morning of June 17th, the National Balanced Development Committee and the Ministry of Industry and Resources declared a five-year national balanced development plan with stress on balance and integration, and innovation and a leap forward. The Ministry of Industry and Resources is scheduled to have a hearing on the plan, present it to the council of the Cabinet, and push it forward positively with the final approval of President Roh. The government predicts that if the five-year plan is successfully driven until 2008, 2 to 3 world innovative clusters will be created, which will be comparable with Silicon Valley in the U.S. The government expects that each city and province will have self-sustaining infrastructures in the domain of four strategic industries. Besides this, the government plans to build national circular roads which will allow Koreans to reach every city within two hours.
