To meet the central government’s ‘Low Carbon, Green Growth’ policy, Busan City will introduce a ‘No-driving Day’ once a week using an RFID (Radio-Frequency Identification) system from October.

From this October, for vehicles with less than 10 seats being used for non-business purposes (including rental cars), which are registered in Busan, operation of the vehicles is prohibited from 7 a.m. until 8 p.m. for 13 hours on one selected day from Monday through Friday. The vehicle can be used free of restrictions on the other four weekdays.

Starting from September, applications will be available online or you can visit the nearby Gu (District) or Gun (County) Office, vehicle registration office or community service center in person. Participants will be given the RFID sticker to attach to their vehicles, and they will be managed by the city management system.

Benefits for participating vehicles regarding the no-driving day policy are as follows:

Reductions in car tax of 10 percent

Reduction in public parking lot fees of 50 percent

Reduction in special congestion surcharges levied on businesses of 30 percent

Bonus points when applying for a residential parking zone permit

Vehicles which disobey the ‘No-driving Day’ more than 5 times per year, fail to attach the RFID sticker or damage the RFID sticker, or fail to have their car inspected within 30 days of receiving an inspection request when there is no record of driving a vehicle for 90 days, won’t benefit from the above benefits.

The City plans to enforce the revised Busan Metropolitan City ordinance, which addresses the Once-a-week No-driving Day policy, on October 1. After test operations and the promotion of the No-driving Day policy in August, the application process will be followed in September.
