Toll-Exemption for Eulsukdodaegyo Bridge and Sanseong Tunnel During Commuting Hours… Gradual Expansion of Toll Relief Measures

□ Beginning November 1, 2025, no tolls will be collected on the Eulsukdodaegyo Bridge and Sanseong Tunnel during morning and evening peak times to improve mobility and alleviate household budgetary pressures.


□ From Monday to Friday (excluding weekends and public holidays), drivers traversing these two roads will not have to pay fees from 06:00 to 09:00 and again from 17:00 to 20:00, two three-hour windows.

○ Busan Metropolitan City explained that, considering the still-unstable economic situation and rising living expenses, this suspension is intended as a practical, citizen-focused measure.


□ Among its seven toll routes, Busan has opted to implement a waiver for the Eulsukdodaegyo Bridge and Sanseong Tunnel, where mass transit options, including the metro, are insufficient, and will subsequently extend the plan to the remaining roads based on the results of impact analysis data.

○ The seven toll roads are: ▲ Sujeongsan Tunnel, ▲ Eulsukdodaegyo Bridge, ▲ Geoga-daero (Geogadaegyo Bridge), ▲ Busanhangdaegyo Bridge, ▲ Sanseong Tunnel, ▲ Cheonma Tunnel, and ▲ Gwangan-daero (Gwangandaegyo Bridge).


□ The toll exemption in high-traffic periods applies to every vehicle crossing Eulsukdodaegyo Bridge and Sanseong Tunnel; neither prior registration nor extra procedures are required.


□ Over the Chuseok holiday (October 4–7), levies will be lifted on the seven designated tollways for four days.


□ Busan previously introduced a continuous-trip discount program across all toll roads in 2022 and made Baegyang Tunnel toll-free starting January this year.

○ Most recently, it announced toll support at the Garak Tollgate during rush hours, with the system set to launch in June 2026.


□ Mayor Park Heong-joon stated, “We strive to respond to the wide-ranging needs of citizens and have steadily reduced the toll burden step by step through careful review of financial conditions and legal regulations. We believe these initiatives will not only cut travel costs for commuters but also help revitalize the local economy. We will tirelessly work to ensure that people can use Busan’s roadways conveniently and affordably.”
