Social distancing level to be raised to Level 2 for Busan area starting Dec. 1

The social distancing guidance level will be raised to Level 2 and include additional enhanced quarantine measures for the Busan area starting Tuesday, December 1, 2020, 00:00 until Monday, December 14, 2020.


Social Distancing Level in Busan Area: Level 2 (with some enhanced quarantine measures)

(Effective Tuesday, December 1 until Monday, December 14, 2020)

The city government will strength quarantine management from November 30 to December 3rd until the day of the 2021 College Scholastic Ability Test (CSAT).


Quarantine Measures for Prevention and Control

Required quarantine rules: wear a mask indoors, keep a visitor log, maintain 2-meter distancing among facility users, ventilate and disinfect regularly, limit on the number of facility users


1. Multi-use Facilities

Priority facilities: Limit on the number of people and comply with mandatory quarantine measures (wear a mask, keep a log of visitors, disinfect and ventilate)

Ban on gatherings in the 5 types of entertainment facilities (Bars, including night clubs and room salons, colatecs (Korean-style cabaret), karaoke bars, pubs, hunting pocha)

Other facilities are subject to strengthened measures and suspension of operations past 9 PM

The city government will impose a “one-strike-out” rule on priority facilities. A violation of the quarantine rules even once will immediately result in operations being shut down.


Door-to-door sales and direct sales promotion halls: Limit on the number of people (1 person/8㎡) and suspension of operations past 9 PM


Singing rooms

- Limit on the number of people (1 person/4㎡) and comply with mandatory quarantine measures (wear a mask, keep a log of visitors, disinfect and ventilate)

- Students from elementary to high school are prohibited from entering singing rooms even with a guardian present.

Indoor standing performance halls: Suspension of operations after 9 PM, seats to be arranged (no standing), 1-meter distance between seats


Restaurants/cafes/bakeries (50㎡ or larger): Cafes: Take-out and delivery only; Restaurants: Take-out and delivery only past 9 PM

Additional administrative orders issued:

Restaurants (50㎡ or less) are permitted only take-out and delivery past 9 PM. (Dec. 4, 2020, 00:00 until social distancing Level 2 is over in Busan)

Convenience stores and street vendors are only permitted take-out and delivery past 9 PM. (Dec. 9, 2020, 21:00 until social distancing Level 2 is over in Busan)


Facilities of 50㎡ or larger in size, comply with one of the following measures: ① Distance of 2 meters (at least 1 meter) between tables; ② Empty seats/tables between seats/tables; ③ Install partitions between tables


Regular facilities: Limit on the number of people and comply with mandatory quarantine measures (wear a mask, keep a log of visitors, disinfect and ventilate)


Indoor sports facilities: Suspension of operations after 9 PM

Wedding halls, funeral halls: Limit on the number of people to less than 100.

Ban on gatherings in gyms for intense group exercise (GX) including zumba, tae-bo, spinning, aerobics, step classes, kickboxing and more

Bathhouses: Limit on the number of people (1 person/8㎡), eating food is prohibited, no operations of saunas in bathhouses

PC rooms: Students from elementary to high school are prohibited from entering PC rooms even with a guardian present. No eating (water and non-alcoholic beverages allowed), All customers will also be required to sit apart from one another.


Private academies and job training centers

No eating (water and non-alcoholic beverages allowed)

Comply with one of the following measures:

① Limit on the number of people (1 person/8㎡) or keep two empty seats between seats; ② Limit the number of people (1 person/4㎡) or keep one empty seat between seats and suspend operations after 9 PM

Ban on lessons that involve the risk of droplet dispersal, such as singing or wind instruments.

(Excludes lessons for the 2021 College Scholastic Ability Test (CSAT))


Amusement and water parks: Limit on number of users to 1/3 of capacity


Other facilities: Regular operations

National and public facilities: Suspended operations of velodromes, regattas, racecourses, and casinos; Number of people limited to 30% capacity

Social welfare facilities (including day care centers): Operating under strict quarantine measures

The Busan Metropolitan City has issued an administrative order to close all daycare centers in Busan effective Thursday, December 3, 2020 until further notice.

※ Facilities’ operations shall be partially suspended and only provide emergency care in consideration of increasing virus cases within a region or the risk/disinfection situation at facilities


2. Daily Life and Social & Economic Activities

▷ Mandatory to wear a face mask

Mandatory at all indoor facilities, outdoor public assemblies and demonstrations, and sports stadiums; administrative fines to be imposed for violations

▷ Gatherings/Events: Ban on assemblies/gatherings/events of 100 or more

- Strongly advised to cancel or refrain from conducting all meetings and gatherings, especially private gatherings with 10 people or more attending

- Exhibits, expos and international conferences: Limit on the number of people (1 person/4㎡)

▷ Sports activities: Limited spectators (10%)

▷Use of public transportation: Mandatory to wear a face mask

▷School: 1/3 of student capacity recommended (2/3 for high school)

▷Religious activities: Religious gatherings (including regular worship) up to 20% capacity allowed. No meetings and meal services hosted by religious facilities.

▷Work Pattern:

Working from home recommended for a proportion of workers per organization/division (e.g: 1/3 of employees)

Mandatory wearing of face masks in businesses considered high-risk (distribution and logistics centers, call centers)


Other Activities

Ban on operating facilities within apartment complexes, such as health centers, saunas, cafes and study rooms.

Ban on gatherings for year-end or New Year's events, parties hosted at accommodation venues - hotels, party rooms and guesthouses.


Violations of the quarantine rules: Fines of up to 100,000 won for individual violators and up to 3 million won for facility managers, business owners and operators.

“Regular’ Facilities (14 types)

▶ Internet cafes (PC bangs), wedding halls, funeral homes, private academies, job training centers

▶ bathhouses/saunas, concert halls, movie theaters, amusement parks/water parks, multi-rooms/DVD rooms

▶ Indoor sports facilities, barbershops/hair salons, shops·marts·department stores, study rooms and cafes

COVID-19-Correct methods of wearing a mask
 Wearing a mask can prevent infectious diseases. 
1 Wash your hands thoroughly with soap and running water before putting on a mask
2 Place the mask tightly on the face, fully covering your mouth and nose. 
3 Do not put a towel, tissues, etc. in the mask.
4 Do not touch the mask while wearing the mask.
If you do, wash your hands thoroughly with soap and running water. 
5 Wash your hands with soap and running water after removing the mask, and remove the mask by touching its straps only.
A fold-type mask
1 Unfold the mask and roung the side edges.
2 Ensure its nose wire is facing upwards, ully covering your nose and mouth
3 Put the ear loops around your ears.
4 Use both hands to pinch the nose wire around your nose.
5 Keep the mask fit tightly on your face, checking air leakage. 
A cup-type mask
1 Gently hold the mask in your hand, letting the headbands hang downwards.
2 Place the mask on your face, covering your nose and chin. 
3 Pull the top strap over your head and secure it around the crown of your head. 
4 Pull the bottom strap over your head and secure it on the back of your neck with a holding device. 
5 Use both hands to pinch the nose wire around your nose.
6 Keep the mask fit tightly on your face, checking air leakage.
