Results Over Words… Busan Metropolitan City Launches Advisory and Evaluation Panel for 9th Administration’s Mayoral Pledges

Busan Metropolitan City, led by Mayor Chun Jae-soo, announced that it will launch an advisory and evaluation panel for the mayor’s pledges under the 9th popularly elected municipal administration at 4:00 p.m. today, September 17, in a conference room on the 26th floor of City Hall. The panel will begin full-scale work on developing pledge implementation plans designed to turn the mayor’s commitments into policies that citizens can tangibly experience.

The event will include the appointment of panel members, the sharing of the city vision and administrative direction for the 9th administration, and sector-by-sector review and consultation on 123 draft implementation plans.

The advisory and evaluation panel will objectively review implementation plans for pledges intended to realize the 9th administration’s city vision, “Busan, the Maritime Capital at the Center of the Great Transformation toward the Future,” and will work to improve both the quality and feasibility of the policies.

In particular, the panel will comprehensively examine whether the purpose and policy direction of each pledge align with the city vision, as well as the extent to which citizens can feel its impact, the necessity and validity of the project, funding and implementation structures, feasibility within the mayor’s term, detailed schedules, and performance indicators. Based on this review, the panel will refine the implementation plans.

The panel will also examine linkages, overlaps, and priorities among pledges. For projects requiring interdepartmental cooperation, it will further develop implementation frameworks so that the pledges do not remain merely on paper but become policies that function effectively in practice.

The 9th Busan municipal administration will pursue four key city goals: “A Maritime Capital Connecting the World,” “An Innovative Economic City Opening the Future,” “A Balanced-Growth City Where Every Area Is a Good Place to Live,” and “A Happy City Where Everyone Can Live in Good Health.”

Based on 123 core pledge proposals prepared by the “Busan Moving Forward Again Committee,” the transition committee, the City plans to further develop the implementation plans through thorough review and refinement by the advisory and evaluation panel. The plans will then be finalized after approval by a citizens’ jury panel.

Since taking office, Mayor Chun Jae-soo has identified the revitalization of the local economy as his highest priority. He has also presented a vision to complete Busan’s development into a global maritime capital by concentrating maritime administrative, judicial, financial, and corporate functions in the city, while establishing new foundations for growth through the AI transformation and the creation of jobs for young people.

Accordingly, the advisory and evaluation panel will go beyond reviewing the individual details of each pledge. It will examine whether the core strategies of the 9th administration—from restoring people’s livelihoods to fostering future growth—are consistently reflected across the full range of pledges in each policy area, thereby enhancing their overall policy quality.

Throughout the term of the 9th administration, the advisory and evaluation panel will monitor progress on the pledges through regular meetings and ad hoc consultations and will provide in-depth recommendations on matters requiring adjustment in response to changes in the policy environment, laws and regulations, fiscal conditions, and other factors.

Busan Metropolitan City plans to actively reflect the panel’s discussions in the pledge implementation process and to transparently disclose progress and achievements for each pledge to citizens, ensuring that commitments to the public lead to tangible results.

Mayor Chun Jae-soo is expected to say, “I ask for your thorough advice and review so that the pledges of the 9th administration can serve as a blueprint for transforming Busan into a maritime capital and lead to policies that genuinely improve citizens’ lives through tangible results.”

He is also expected to say, “Promises to citizens must be kept through competence and results, not words. By bringing together all of Busan’s capabilities—including the Busan Metropolitan Council, the national government and National Assembly, businesses, and civil society—we will make Busan move forward again and deliver meaningful changes that allow citizens to truly feel that Busan has changed.”
